Proposal Objective:
SI is responding to a task order under the USAID/Asia Learning and Monitoring and Evaluation (ALME) contract to conduct a mid-term performance evaluation of the USAID/Burma Private Sector Development Activity (PSDA). The purpose of PSDA is to create more inclusive governance processes and increase access to finance for emerging economic actors in Burma. The estimated period of performance is five months, and the work will take place in Burma. The mid-term evaluation will assess the results achieved and overall progress made by the activity against its objectives, evaluate the key strategies adopted by the project in scaling up its efforts and provide lessons learned and insights from various components of the project that will help inform USAID/Burma’s future work in the Economic Growth sector.
Position Description:
SI is seeking a mid-level National Private Sector Development Specialist who will work with the Senior Evaluation Specialist/Team Leader and Private Sector Analyst. The Specialist will ensure the evaluation is technically sound and contextually appropriate. Responsibilities are listed below. The estimated period of performance is five months, with work taking place both remotely and in Yangon, Nay Pyi Taw, and one/two other states/regions. Only candidates with Burmese citizenship will be considered.
Responsibilities:
- Provide private sector economic expertise and ensure accuracy throughout the planning, data collection, analysis, and reporting processes.
- Participate in document review prior to fieldwork, and translate/summarize written materials during document review, as needed.
- Travel with evaluation team to evaluation sites (determined during work planning) and provide logistical support as needed
- Lead key informant interviews and/or focus group discussions in the local language.
- Take and type interview and focus group discussion notes
- Complete data analysis and summary tasks as requested by the Team Leader.
Qualifications:
- Bachelor’s degree in related field (business, political science, economics, or related field).
- Expertise in economic growth, including private sector competitiveness and investment facilitation, for strategic planning.
- Knowledge of Burma’s private sector operating environment.
- Demonstrated experience in interviewing government and non-government stakeholders regarding development issues and concepts in Myanmar language.
- Proven administrative and organizational skills to successfully support evaluation team leader and other members.
- Fluency in spoken and written Burmese and English required.
