PATH seeks an M&E/SI Technical Advisor for the anticipated USAID-funded “Defeat Malaria” Activity will support the national goal of controlling artemisinin- resistant malaria and ultimately eliminating malaria in Burma. This new investment will expand current coverage of community-based prevention and case management services from one million to three million people, giving priority to highly endemic and hard-to-reach areas, mobile and migrant populations, and Non-State Actor areas.

The M&E/SI Technical Advisor will work closely with the Senior Technical Advisor for Malaria Programs and the Chief of Party to develop and maintain an integrated and coordinated portfolio of surveillance, program monitoring and evaluation (M&E) in support of project goals and objectives. The M&E/SI TA will provide technical advice on tailoring of the surveillance system to meet data needs for malaria elimination, village level mapping, stratification of malaria cases, revisions of case investigation or other forms for malaria elimination activities and their incorporation into the national MIS. The M&E/SI TA will also be responsible for development of comprehensive M&E plans, establishment of robust program monitoring system to include rapid response activities tailored to address risk, strengthening of referral systems within the public health system and from private sector or local organizations for malaria fever, conducting process assessments and undertaking outcome level evaluations. The M&E/SI TA will also work with the MOH and other partners to promote the use of strategic information for program decision making and rapid response mechanisms.

Key qualification requirements are below:

• Master’s degree (or higher) in public health, public policy, epidemiology, statistics, or related field;
• At least ten years of work experience developing and implementing surveillance systems, monitoring systems and conducting evaluations, preferably in developing countries;
• A high level of scientific and management expertise and substantial experience relevant to planning and implementing surveillance and M&E activities;
• Experience with malaria programs or related public health programs; experience working with malaria prevention and/or elimination programs preferred;
• Experience working with one or more international agency systems, preferably USG or
UN agencies;
• Knowledge of monitoring and evaluation practice and methods through training and job experience;
• Strong quantitative and analytical skills; verbal skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues;
• Must have the ability to obtain, analyze, organize and interpret data and present findings in both oral and written form.
