Myanmar: CONSULTANCY : Final External Evaluation in Myanmar

I – CONTEXT OF THE CONSULTANCY (including elements justifying the consultancy)
Humanity & Inclusion (the new name of Handicap International) is an international non-governmental organization (INGO) specialized in the field of inclusion. A strong emphasis is placed on empowering persons with disabilities through their integration into mainstream activities and to access the appropriate services to ensure equal opportunities for all.
In 2015, Humanity & Inclusion (HI), in collaboration with Shwe Minn Tha Foundation (SMTF), Myanmar Independent Living Initiative (MILI), Capacity Building Initiative (CBI), and Eden Center for Disabled Children (ECDC), started a project called, “Empowering persons with disabilities to contribute to equal access to basic social services and local policy-making processes in under-resourced areas of Ayeyarwady and Mandalay” which is funded by European Union (EU).
The project has 3 objectives: ER1. Disabled Persons Organizations (DPOs) and other Civil Society Organizations (CSOs) have improved organizational skills and representativeness to engage in multi-stakeholders' collaborations and promote access of Persons with Disabilities to BSS at local and national level. ER2. Access to basic social services (BSS) is effectively improved through awareness raising, training and collaborative approaches between DPOs, services providers (SPs) and regional authorities. ER3. DPOs and other civil society organizations (CSOs) participate to the development of inclusive regional policies / programmes, and promote practices contributing to a greater access to services for Persons with Disabilities in Ayeyarwady and Mandalay.
The project was a 3-years project and ended in December 2017. A mid-term evaluation was held by a HI’s technical advisor in January 2017.

II – OBJECTIVE(S) AND EXPECTED RESULTS OF THE CONSULTANCY
In this backdrop, the objective of the final external evaluation is to examine all aspects of the project
(relevance, effectiveness, efficiency, impact and sustainability), with a practical emphasis on a quality
analysis of the results (and if possible changes) achieved and on the identification of good practices and lessons learned.
The expected outcomes are:

  • A participatory external evaluation is conducted on the relevance, effectiveness, efficiency, impactsustainability, Participation and Capacities of the action

  • Good practices and lessons learned of the project are identified.
    III – METHODOLOGY
    Possible methods will be defined further according to the selected technical offer, among which:

  • Interviews with all the key stakeholders (project team and partners, DPOs and trainees, local authorities and representative of the donor involved in the project). They can be conducted as in person or distance interviews.

  • Focus group discussion with the DPO representatives

  • Project document review (training reports, meeting reports, donor reports etc.)A participatory approach of the evaluation is required in order to work on the analysis with stakeholders
    and not only consider them as providing information.

IV – AGENDA/SCHEDULE
The consultancy is proposed 10 working days, starting as soon as possible. The timeframe below is
presented by working days and doesn’t include the weekend. The consultancy is proposed for 10 working days including 2 field trips in the areas of intervention.
A timeframe needs to be submitted as part of the proposal.
A draft report needs to be submitted one week after the field mission, after which the Project Manager will provide feedback within three working days. The final report should be submitted no later than 2 weeks after the field mission.

IV – EXPECTED DELIVERABLES
1) Technical and financial offer including a methodology for the evaluation, starting as soon as
possible
2) Time frame
3) Draft evaluation report submitted no later than a week after completing the field mission
(an expected structure and presentation of the expected reports format will be provided)
4) Final Evaluation Report should be submitted in English no later than 2 weeks after the finalization of
the field visit

Resource documents related to the project (project proposal, annual reports, evaluation reports etc.) will also be provided when the contract is signed.

Consultants Profile :
At least 5 years experiences in implementing development projects; experiences in working for capacity building projects for CSOs/DPOs is desirable
At least 2 years experiences in participatory evaluation
Strong analytical skills
Fluency in oral and written English
Experiences in working with Persons with Disabilities will be an asset.
