1.Introduction
CARE International is facilitating a series of Protection Mainstreaming Trainings to its partners in Syria.
2.Background
CARE International promotes and applies the mainstreaming of knowledge on protection internally, in its projects, and in its partnership strategy. This topic is also essential for our Syria partners, as the reality is that this issue may be encountered while they undertake their programming, even if that programming is not directly linked to protection. It is important therefore that at least a base knowledge of the issue be created for all Syrian partners and their staff, to ensure that we do not cause harm operating in Syria and look towards creating a resilient population and civil society post-conflict.
3.Scope of Work
The scope of the training will include the following main points:
Understand the concepts of: general protection, child protection, gender based violence, and do no harm
Understand the protection challenges in Syrian conflict and how to address them through humanitarian programming
Identifying protection concerns in different types of humanitarian programming
Identification of vulnerable groups and their specific protection related challenges
Build knowledge for creating resilient protection programming in Syria
4.Requirements
Trainers will have:
· More than 5 years of experience in providing protection mainstreaming trainings
· Good knowledge of the CSO and CBO status and the surrounding circumstance in the Syrian field
· Wide experience in empowering and engaging both men and women on protection related issues, with an understanding of the cultural and social dynamics associated with this issue for the Syrian context
· Fluency in Arabic and working-level in English
5.Deliverables
5.1 The Deliverables of the training are as follows:
i. Develop effective and context specific training materials/tools for Partner’s Staff, following analysis and development of a baseline of Partner’s Staff knowledge of the topic
ii. Provide training to Partner’s Staff
iii. Conduct after-training analysis of the Partner’s Staff knowledge of the topic
iv. Produce final report setting out recommendations for capacity building and/or gaps in Partner’s Staff knowledge on the topic
5.2 The training workshop should meet the following minimum criteria:
i. Produces Staff that is confident and competent in terms of an understanding of the topic
ii. Produces Staff that is able to appropriately, sensitively, and professional respond to protection related issues
iii. Engages Trainee Staff in actual delivery of sections of the training
iv. Engages Trainee Staff in simulating relevant and realistic challenges for practicing and applying the material
5.3 Encourage Trainee Staff to participate using:
a. Brief presentations
b. Live demonstrations
c. Innovative and interactive practical exercises with feedback and coaching on the relevant skills and processes, discussion exercises, and application of reinforcement tools
- Timescale
Conducting of baseline analysis of four of CARE’s partners by mid-March
Development of training materials – in English and Arabic – by mid-March
Conducting of one (1) in-person training in Beirut for CARE Partners, with an additional six (6) trainings conducted remotely via electronic means (home-based), by end of 2018 (timeline to be coordinated with other trainings intended as part of a broader capacity building work plan)
Conducting of post-training analysis and creation of a final report by early 2019
