Chemonics seeks one billable long-term technical advisor for the upcoming Human Resources for Health in 2030 Capacity Building for Malaria (HRH2030 CBM) activity in Burundi. HRH2030 CBM will build on the long-term technical assistance programs implemented by the Leadership, Management, and Governance Project; the Maternal and Child Survival Program; and others to improve country Global Fund grant performance through change in policy or guidelines, improvement in monitoring and evaluation systems, or reduced stockouts. HRH2030 CBM will do so through long-term technical advisors seconded to national malaria control programs (NMCPs). Advisors will provide NMCPs with technical support, building their capacity and ensuring collaboration with other partners in country to optimize malaria interventions supported by Global Fund resources and to improve the management and overall effectiveness of NMCPs. Responsibilities include:
- Assist the relevant NMCP in taking appropriate management actions (e.g., planning, monitoring and evaluation, and coordination) to meet Global Fund grant requirements or condition precedents and, in turn, enable speedy Global Fund disbursements
- Assist the NMCP in the planning, logistics, communications, and monitoring and evaluation of national- and subnational-level activities, such as insecticide-treated net distribution campaigns
- Assist the NMCP with the design and implementation of the national malaria monitoring and evaluation plan, including collecting data from NMCP partners on their activities
- Provide expert advice to assist the NMCP and other in-country malaria stakeholders with jointly monitoring inputs, outcomes, and progress toward goals
- Assist the NMCP and the Ministry of Health with initiating and conducting policy dialogue between with the Global Fund portfolio manager and the country team to facilitate the implementation of existing grants and development of new grants
- Collaborate with the NMCP senior staff, implementing partners, and other stakeholders and donors — such as the World Health Organization, UNICEF, World Bank, and NGOs — to identify malaria control intervention gaps in country, consistent with the malaria control coverage needs identified by the NMCP strategy
- Work with the NMCP and implementing partners to support a malaria routine data system as part of the country’s health-management information system
- Work with the NMCP and other stakeholders to ensure full accountability and value for Global Fund resources provided for malaria control
- Assist the NMCP in developing plans to manage Global Fund activities, such as insecticide-treated net distribution campaigns; provide managerial support to the NMCP leadership to brainstorm and identify technical interventions to be covered by future funding from the Global Fund
- Assist the NMCP in strengthening HRH management and organizational capacity
Qualifications:
- Advanced degree (master's, Ph.D., or M.D.) in a health-related field; specialized experience in malaria is preferred
- At least 10 years of experience in positions of increasing responsibility related to designing, implementing, and managing malaria and other health programs in developing countries; experience in Africa preferred
- Experience with large, donor-funded public health programs, especially USAID, preferred
- Demonstrated experience managing teams of experienced professionals
- Experience providing technical leadership, program management, strategic planning, policy experience, and problem-solving skills for complex projects in a highly sensitive environment
- Previous experience with or strong knowledge of Global Fund operating procedures (proposal development and submission, monitoring and evaluation, and reporting)
- Ability to work independently and in a team environment with a broad range of local and U.S. government personnel and partners; communicate information to both health and non-health audiences; achieve consensus on policy, project, research, and administrative matters; and coordinate and collaborate with donors
- Experience strengthening HRH management and organizational capacity
- Proven ability to communicate clearly and concisely both orally and in writing
- Diplomatic skills necessary to establish and develop sustainable working relationships and a high level of trust with public and private organizations as well as prepare regular and ad hoc reports, activity documentation, and briefing papers
- Excellent computer skills (in Microsoft Word, Excel, PowerPoint, Outlook, and Access; SPSS; and other statistical software)
- Demonstrated leadership, versatility, and integrity
- Fluency in English and French required
