Duties and Responsibilities:

Under the direct supervision of Head of Area-Office in Lashio, the Senior Logistics Associate will be responsible for, and not limited to, the following duties:

• Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
• Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorized partners and destinations.
• Manage logistics vendors’ contracting activities including performance monitoring and measurement.
• Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process.
• Identify, resolve and/or provide recommendations on specialized queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set.
• Prepare, monitor and revise budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
• Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary.
• Support oversight for commodity accounting data quality and integrity.
• Analyze operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration.
• Manage and coordinate a full range of documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to address issues and recommend improvements in processes.
• Perform research, collect data and conduct analysis to produce comprehensive reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) providing insight and recommendations that enable informed decision-making.
• Coordinate and liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery.
• Manage a team of staff providing technical advice, coaching, guidance and training to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
• Participate in logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.
• Provide specialized support to logistics operations and activities for WFP operation in Shan State as well as for WA Special Region and Kokang Region, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
• Support corridor operations for food in transit through the Lashio Hub.
• Perform other related duties as assigned.

Qualification

Education:

The incumbent must complete secondary school education. Preferably University Degree in business or public administration, logistics, economics, statistics, supply chain management or other related field.

Experience:

Preferable to have six years of practical commercial/professional experience in port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport, warehouse/ inventory management and distribution management.

Experience in following areas is an advantage.

  • Coordinating with transportation providers and third parties.
  • Leading a team of national staff.
  • Assisting in project management.
  • Preparing, managing and reporting budgets.
  • Maintaining corporate systems and running queries on ongoing shipments, pipeline information, insurance claims, and food stock.
  • Administering third party service providers’ contracts.
  • Compiling contract documentation and contract execution.

Knowledge & Skill

Knowledge of humanitarian assistance and development practice. Good understanding of supply chain management and logistics coordination mechanisms with humanitarian partners and other relevant stakeholders is an asset.

Preferably to have general knowledge of UN system policies, rules, regulations and procedures governing procurement administration. Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems.

Language:

Fluency in both oral and written in English and Myanmar. Preferably, fluent in local language of duty station.
