JOB CONTEXT :
Handicap International’s Middle East Regional Programme coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine) for now. The programme is engaged in the second part of its StrateOp 2015 – 2019 with a massive growing of financial volumes on the last 2 years. The program is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2018 of 11M Euros with 220 expatriates and national staff + 110 volunteers.
The regional office of MEREP is currently composed of a range of technical coordinators (financial, HR, Log, domains and business development) under the management of a Regional Program Director. The position is part of the Middle East Regional Coordination Team (RCT) and Management Team (MT).
YOUR MISSION:
In direct coordination with the HQ Human Resource Referent (HRR), as Regional HR Coordinator you ensure the whole HR strategy of the program with the Regional Director.
You guarantee the centralisation, compilation and analysis of missions and Program HR reports and issues. The position ensures the supervision and technical management of all the HR teams of the different missions of the programme and the coordination and strategic management on HR issues within the program and with HI HQ.
The HRC is also working in direct collaboration with the others Regional Coordinators and the Country Managers with a strong focus on policies and structuration.
The main responsibilities are:
· Implement and monitor the programme’s HR strategy (recruitment, remuneration, social and healthcare coverage, evaluation and training)
· Guarantee international and national personnel management at regional level
· Ensure the respect of local legislation and legal framework at Regional Level
· Support the missions HR team in the region
· Maintain dynamic coordination on all regional HR topics
YOUR PROFILE:
· You hold a degree in a relevant field of expertise
· You have at least of 5 years of experience as HR Manager or HR Coordinator in a humanitarian or development context
· You demonstrate knowledge and experience in developing HR systems, compensation, training and development policies
· You show good training and capacity building skills
· You have strong interpersonal and communication skills
· Fluent English is mandatory (solid oral and written skills)
CHARACTERISTICS OF THE POSITION:
Despite the different conflicts affecting the overall Middle East regional, the security in Jordan is still fairly good. In Amman, despite some sporadic demonstrations the living conditions are excellent with little restrictions. Jordanians are very welcoming and life for foreigners is generally quite comfortable. Expect minimum standards of respect and adaptation to the local culture and traditions. The post covers for the regional programme, which implies regular missions to the different countries where situation can be harsher and therefore under the conditions of security procedures established by HI, that have to be strictly followed. The position is based in the permanent Middle East Regional Programme covering for Egypt, Jordan, Lebanon, Palestine missions.
