The Regional Quality Control & Compliance Manager – HES supports the management of the Higher Education for Syrians (HES) Programme. This programme is implemented in Turkey, Syria, Iraq (Kurdistan), Jordan, Lebanon and Palestine. The programme offers scholarships to Syrian refugees and supports them to become influential leaders and successful entrepreneurs within their host communities.
Under direct supervision of the Regional Programme Manager, the Regional Quality Control & Compliance Manager is responsible for overall quality control and compliance of the HES programme. The RQCCM supervises the Regional Team and works in close cooperation with relevant HQ staff.
Main Tasks and Responsibilities
The responsibilities and tasks include, but are not limited to:
- Ensures overall quality control and compliance with the implementation of the HES programme.
- Supervises overall financial and administrative management of the programme and ensures full compliance with the programme with donor requirements as well as local legislation and regulations;
- Monitors the KPIs of the main activities of the HES programme, on budget and within agreed deadlines. Timely notify the regional programme manager is programme components are off target in terms of over/under spending, KPI attainment and/or deadlines and suggests steering measures to compensate;
- Ensures quality measures are in place.
- When requested by the PM, represents Spark and the HES programme, and advocates in the different country and regional fora for more access to higher education and economic opportunities for youth.
- Supervises the Regional Team, i.e. Regional Finance Officer, Regional Monitoring and Reporting Officer, Regional Communication Coordinators, Regional Student Services Coordinator.
- Acts as Regional Programme Manager in his or her absence.
- Other tasks when required.
Since the Regional Team does not have its own office, the Country Office provides them support with logistics and administration. Regional Team members need to coordinate closely with the Country Team and keep the Country Manager informed on all administrative and logistical matters.
Requirements and Skills
- Relevant BA or MA degree in international aid or relevant work experience in lieu of academic degree. Background in education is an advantage
- 7 – 10 years’ experience in development aid, including experience with implementing large multi-donor, multi-country programmes
- Strong background in finance and compliance
- Experience working with donors and compliance to donor requirements. Experience working with the EU as a donor is an advantage
- Good communication and social skills and the ability to work in a multicultural setting
- Strong attention to detail
- Pro-active and independent work-mind-set
- Excellent English skills are essential
- Lebanese nationality only
