Myanmar: Senior Consultant

Introduction and Background

Canada’s International Development Research Centre (IDRC) and Global Affairs Canada are launching an initiative (Knowledge for Democracy Myanmar – K4DM) that will contribute to Myanmar’s successful transition to a more inclusive and democratic system by strengthening capacity for evidence-based economic and social policy making. The initiative supports building the foundation of local knowledge and analytical capacity of Myanmar organizations, public officials and civil society. It will serve as a platform to bring together Myanmar’s diverse constituencies and provide opportunities for citizens to participate in the reform process. The consultant will provide services part time for up to 150 days over the period of one year, with possibility of extension, and will report directly to the initiative’s leading officer, based in IDRC headquarters in Ottawa, Canada.

Description and Scope of work

The Myanmar initiative is entering a critical stage in its implementation, a number of projects are about starting their operations across Myanmar and more might be developed. The initiative needs to continue exchanges with other knowledge and development stakeholders in Myanmar, learning from the changing research and policymaking landscape, collaborating with other donors’ initiatives, seeking opportunities and spaces for the IDRC-funded capacity building and research projects. At this stage, IDRC is looking for a dynamic Yangon-based senior consultant who can provide support services to IDRC in the form of effective engagement and collaboration and regular networking. As visibility of the initiative in the country is key, a part of his/her role, the consultant will also be asked to provide selected communication outputs as defined below.

Deliverables

The senior consultant will:

  • Provide general and updated information to local stakeholders (including Global Affairs Canada) about the program in Myanmar as directed by IDRC.
  • Participate in the planning and coordination of the logistics for participants (and domestic travel when required) with IDRC for Myanmar-based events. These include, but are not limited to

  • one major annual event or forum;

  • 2-3 meetings a year with the National Advisory committee, and

  • 3-4 workshops or roundtables in Myanmar during the year.

  • Participate in the planning and coordination of program meetings—including donor meetings--in Myanmar when requested, prepare background material and agendas for IDRC’s review and approval, and when needed in conjunction with the junior consultant, provide administrative support to the meetings during IDRC visits to Myanmar.

  • Upon IDRC request, accompany visits to IDRC-funded projects under the Initiative and produce summary reports of these visits.

  • Support the preparation of the K4DM communications strategy. Highlight opportunities for communication and possible support needed. Report and update monthly on key calendar activities and events for the initiative.

  • Produce a regular newsletter in English based on current format for wide distribution, as well as coordinate the Burmese edition with a local junior consultant.

  • Upon IDRC request and under IDRC guidance, conduct field interviews and assist in writing impact stories.

  • Provide brief monthly 3-page narrative report of activities to IDRC, regarding summaries of accomplishments, challenges and lessons learned, activities undertaken, and reporting on related events in Myanmar.

Required Qualifications

  • Sound command of English, knowledge of Myanmar language is an asset. The ideal candidate will be implementing the communications work under the initiative and training in professional facilitation of workshops and meetings.

  • Master’s degree in a relevant social science discipline with understanding of governance, gender equality, social and economic development issues in Myanmar and Asia in general.

  • Five or more years of experience working on relevant issues, in writing reports and communication pieces for various relevant audiences.

Remuneration

Up to 150 days a year, and possibility of extension. Domestic travel allowance to be arranged by consultant and to submit receipts for reimbursement (estimated total cost = $2,000: maximum of 4 domestic trips @$500 (airfare $250, plus $250 for 2 days all-inclusive per diem). Travel will require prior written authorization of IDRC.

Location of work and travel

Due to the type of Services required, the consultant will need to be legally allowed to work in Myanmar and will work from his or her own location in Yangon. IDRC will not provide onsite facilities or equipment. Upon request, IDRC will provide facilities on-site for events, meetings, roundtable, and workshops.
