JOB CONTEXT :
Handicap International’s Middle East Regional Programme coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine). The programme is engaged in a 2nd round of expansion with new challenges, based on our Regional Program Framework 2015/2019 as well as transitions with our colleagues from the DAH in the Syrian refugee crisis in Jordan and Lebanon.
At Lebanon level, the program has shifted in September 2017 from a DAH management to the Middle-East regional Programme (MEREP) full management: consequently, the program is covering the full mandate of HI with Emergency (protracted), Mine Action and long term/development projects expected on new sectors such as in economic livelihood, inclusive education.
YOUR MISSION:
As Finance and HR Coordinator, you are in charge of managing a complete finance and HR team based in Beirut with 3 field bases in Tripoli, Toula (North Lebanon Governorate) and in Zahle (Bekaa). Two of these bases will close in April 2018.
The position is replacing a national admin-fin coordinator which is taking an expat position for HQ. The objective is to make sure the period of transition between this resource and a new national position is well handled and managed. You work in direct relation with the regional office and you receive support, guidance from the regional financial coordinator & controller and the regional HR coordinator.
Under the overall supervision of the Country Manager, your mission is to ensure the mission's financial, administrative and human resources management, with a specific focus on legislation, closure of sites and nationalisation. The main stakes of this position are to keep HI’s Lebanon finances and administrative actions and results in an efficient, quality, ambitious and responsible implementation. You have to insure the daily functioning of the department and reinforcing the quality of the deliverables, including compliance with HI standards.
In this framework, your main duties are:
Oversee the mission's financial resources
Oversee the implementation of HR processes in compliance with legal framework of the country
Recruit and transfer the management of the service to a national resource
Manage the mission's finance and HR teams
Guarantee compliance with the programme's administrative and legal framework
YOUR PROFILE :
You hold a Bachelor degree in Accounting, Finance, Business administration or any related field
You have minimum 2-3 years of experience in a similar position within an international NGO
You have experience in training and in capacity building
You possess very good planning, management and coordination skills
You have also excellent computer skills
A work experience in the Middle East is preferable
The knowledge of HI tools and procedures is also a plus
You show reactivity, anticipation and adaptability
You are rigorous and detail oriented
You have strong communication skills in English (written and spoken ones) as well as good interpersonal skills
CHARACTERISTICS OF THE POSITION :
- Despite the different conflicts affecting the overall Middle East regional and the “Syrian refugees crisis affecting particularly the country, the security in Lebanon is still fairly good. Some movement restrictions are applied in some part of the country but the areas are clearly identified. In Beirut, living conditions are good. Many medical facilities are available and there is quite an important range of entertainment facilities.

Salary from 2757 € gross/month regarding the experience of the candidate
Perdiem : 656 € net/month
