Search Mymanmar

In Myanmar, Search's approach is to support locally led processes at different levels of society in order to transform local level conflict. Search Myanmar has been supporting the peace process at the local level, supporting social cohesion nationwide, and supporting skills building and trust building with and between a multitude of stakeholders, including government, the private sector, the media, and civil society including women, youth and minorities. Search Myanmar works with local partners across seven states and three regions. Search Myanmar is at an exciting stage and is reaching a new level of growth, scaling up its programmatic work, team, office and operations to support its strategy in country to support Myanmar in its priorities of peace, development and democratic change.

We are Searching for....

Search Myanmar is seeking a Safety and Security Consultant to assess and provide recommendations to improve aspects of safety and security of the Myanmar program, particularly its work in Rakhine State. S/he will be responsible for reviewing and supplementing all policies and procedures regarding security & safety and devise risk reduction measures in coordination with Search Myanmar staff and its partner.
The Safety and Security Manager will conduct work and assessments in Yangon and Rakhine State. S/he will report to the Country Director and work closely with the Director of Programs and Operations staff. This position will require approximately 20 working days spread in March/April and June/July and 10 working days for 6-12 month review process.

Your contribution

The roles and responsibilities include:

Security Management and Support:

  • Develop, review and ensure effective implementation of the Search Myanmar Security Management Plans, SOPs/Contingency Plans, including a security plan in assigned offices, together with key staff and partners for Rakhine State.
  • Develop key documents through consultative processes and workshops with the Search team and its partner.
  • Deliver oversight of security prevention, preparation, response and recovery activities, particularly in Rakhine State and to counter threats emerging from changing political, social and economic situations.
  • Work closely with senior leadership team to ensure security strategies for Search Myanmar and that response are appropriate and aligned with regional and global priorities.
  • Participate in a global security community with peers in offices around the world during length of assignment.
  • Manage the implementation of a comprehensive security management system taking cognizance of the evolution of situations.
  • Ensure that all safety and security management systems are in line with existing Search security policy, protocol and approach and are responsive to existing local security and protection strategies.
  • Coordinate with similarly placed organizations and local safety and security groups to share information and pool resources.
  • Implement and ensure effective monitoring of a personnel and vehicle tracking system in each office.
  • Plan and implement risks mitigation strategies (acceptance, deterrence, protection) to improve safety and security.
  • Create checklists, work plans and suggested procurement of equipment for the team to ensure that the strategy is rolled out effectively.
  • Ensure that appropriate safety and security systems are in place to provide timely and accurate security information to all staff members and visitors.
  • Develop an updated Search staff contact list and security notification tree and test the tree on a regular basis.
  • Conduct site visits to Rakhine State offices and field sites to assess safety/security arrangements.

Capacity Building:

  • Provide safety and security orientation for all staff, partners, and consultants.
  • Ensure that there is system in place to enhance security skills and awareness that are required for effectiveness especially in areas of accident prevention, safety, health and occupational hazards by planning and facilitate appropriate learning and development opportunities.
  • Conduct crisis management exercises for all staff and management to cover all potential risks both environmental and manmade.
  • Conduct mock drills in all offices (e.g. fire drill, evacuation, etc.)
  • Provide support to partners in developing their security guidelines and promoting a security culture.
  • Promote and encourage a safe and environmentally sound culture
  • Work closely with the Operations Manager to ensure integration of all information, learning and outputs.

Analysis:

  • Prepare a comprehensive security update, based on Information from internal and external sources including the international and Myanmar Government, to support policy and procedure reviews as well as to mitigate risks to programming.
  • Report, analyze and communicate current socio-political context and the security situation and the wider context (country, region, global trends as applicable).
  • Develop an incident reporting system, integrating it with our global model
  • Conduct a threat assessment and train operations staff in completing daily/weekly situation reports/monthly security analysis and ensure that the information is shared

You are…

You meet the following qualifications:

  • 8-10 years of relevant experience at the national or international NGOs in safety and security management;
  • University degree in in Security Management, Risk Management or related discipline
  • At least 5 years’ INGO safety and risks management experience and proven leadership experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations.
  • Experience in liaising with communities, civilians, police and/or military government authorities as well as with regional institutions preferred.
  • Extensive experience in setting up and managing safety and security systems and protocols and provide training to staff and partners.
  • Excellent negotiation and representation skills and the ability to work comfortably with an ethnically diverse staff in a very sensitive environment.
  • Good context analysis skills.
  • Willingness to travel at short notice, and often in difficult circumstances.
  • Highly organized and systematic with excellent attention to detail.
  • Excellent interpersonal and communication skills, both written and oral.
  • Excellent cross-cultural communication and working skills, enjoys a multicultural work environment;
