Gender, GBV, and Protection Consultant
Background
CARE International in Lebanon (CIL) is seeking a consultant to develop its first Gender and Protection Strategic Plan which is one of the main pillars under its Country Strategic Plan 2017-2020. The consultant will be expected to draw on CIL’s existing work and make recommendations on any gaps that CIL should be addressing in relation to social protection issues specifically affecting vulnerable women and girls from both host and refugee communities in Lebanon.
At a global level, CARE’s humanitarian and development initiatives seek to improve the lives of the most vulnerable communities with a special focus on women and girls. While programming since 2013 has mainly focused in country on WASH, shelter and protection, livelihoods, with gender mainstreaming at the forefront of interventions. CARE has stepped up its work to address social protection issues with women and girls and boys and men and in collaboration with local partners.
The consultant will examine the protection issues and gaps affecting CARE’s impact group of marginalized populations with a focus on women and girls in urban and peri-urban areas in Lebanon. It will be key to find innovative program approaches that fill a gap or complement existing interventions. CiL adapts a community based and culture sensitive approach, while working with local partners and grassroots organizations, so CiL will be looking at installing relevant, sustainable, and conflict sensitive approaches.
The focus will be on developing four to five key objectives under this strategy which will improve the lives of the target group whether through direct implementation of activities through CIL, partners, and in partnership with local and central government, and also through research and advocacy initiatives focused on existing legal instruments and social services, related to themes including gender based violence, child abuse and child protection, early and forced marriage and teen pregnancy, maternal and sexual reproductive health, and child labor, political participation, as well as interventions to keep children in school. In addition, the consultant will highlight recent and current trends in the protection sector as well as identifying special needs for these affected populations. The Strategy will be complimented by two to three concept notes that can be used to address new and innovative ideas for interventions to donors.
Tasks
- Analysis of the current situation: This will include the work that other players are implementing along with what CIL is currently engaged in through its projects; its strengths, weaknesses and gaps in order to form strategic objectives in regards where it is best situated to make an impact in protection with a specific focus on women and girls.
- Recommend objectives, initiatives, actions and outcomes based on trends and approaches of gendered social protection issues in Lebanon amongst Lebanese and refugee populations.
- Recommend specific objectives for the various communities that CIL could be working with including government; academia; local and international NGOs as well as refugee and host communities.
- Develop a finalized programmatic approach/ strategic plan 2018-2020 on GBV and protection programming that would include but not limited to background, analysis of needs and gaps, target groups, culture sensitive approach, core program approach/ToC, recommended partners and donors,
- Based on the findings from the assessment to develop the strategic plan develop 2-3 relevant concept notes for donor review.
Profile
- High level academic qualifications preferably, social sciences; gender studies and/or international development, child protection.
- At least 8 years relevant and professional experience including extensive knowledge about the social issues affecting vulnerable women and girls in in Lebanon with programming skills and knowledge of men and boys initiatives.
- Demonstrated excellent writing skills in English and strategic planning experience
- Knowledge of existing Lebanese policy and guidelines on a range of social issues including services and outreach initiatives as well as knowledge of the legal systems.
- Good understanding of international donors
- Understanding of socio-economical drivers in Lebanon and knowledge of what it might take to improve the lives of vulnerable women and girls in Lebanon.
This work will extend over 23 days starting beginning of April. While some work will be needed to be performed in Lebanon, at least 5 days may be performed at home base.
