Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action Against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
GENERAL OBJECTIVES
- Implement the structure, resources and tools of the MEAL Unit, mission wide;
- Coordinate and Supervise the MEAL Unit teams in the Bases;
- Design methodology for multi-sector assessments, monitoring and evaluation of ACF Sectors of intervention, providing sector guidance and capitalizing the lessons learnt;
- Liaise, coordinate and share with other agencies ongoing assessments country-wide;
- Support the design of project monitoring tools streamlining resources;
- Support the roll out of ACF accountability framework and enlarged feedback mechanisms;
- Support the mission in conducting programmatic evaluations and capitalising on ongoing activities
SPECIFIC OBJECTIVES
Objective 1: Coordinate ACF’s MEAL Units in the Bases (%)
- Define the monthly planning of the MEAL team in coordination with DCD, HoBs and HoPs, and the field activities to be conducted;
- Quality control of the field teams performance and data gathered;
- Instruct and plan with the Base MEAL Manager the field activities to be conducted;
- Streamline the data/information flow and requirements along with the Data Analyst;
- Supervise other assessments (rapid, multisectorial) that might be required at the Base Level;
Objective 2: Implement the MEAL Unit’s structure and tools and conduct multi-sector assessments, providing sector guidance and capitalizing the lessons learnt;
- Update, along with the Deputy Country Director, the ToRs of the MEAL Unit, with clear objectives;
- Adapt the assessment, monitoring and evaluation tools to be used by the unit, as (but not limited to): KAP surveys, Baseline Studies, impact assessments, market assessments, focus group discussions;
- Follow up and update the MEAL strategy
- Define and update SOPs to systematize the MEAL functions and capitalize the experience at mission level
- Produce Qualitative, quantitative and statistical analysis of the gathered data;
- Produce relevant reports and lessons learnt documents, providing sector guidance and relevance and gap analysis
Objective 3: Strengthen the MEAL culture in the mission through capacity building (intra and inter-department) and exchange with other missions and HQ (..%)
- Build capacities of the MEAL Unit with systematic mentoring and trainings on data gathering, monitoring tools and interview techniques;
- Build the MEAL capacities of other departments
- Guide the Technical Coordinators in the design of sector assessments and program monitoring and evaluation
- Liaise with MEAL regional office and HQ to share tools and practices
Objective 4: Liaise, coordinate and share with other agencies ongoing assessments country-wide
- Participate in Technical Working group meetings: IMWG, AWG and JAU;
- Ensure coordination of efforts with other agencies, and information sharing;
- Participate in joint-assessments country-wide in the organizations’ interest;
- Liaise with Donors and local authorities as required/requested and ensure a liaison with other stakeholders
- Actively participate to the reinforcement and improvement of ACF internal and external coherence
Objective 5 : Support the establishment of the Accountability framework for the mission
- Roll out the accountability framework for the mission in line with the guidelines and protocols that have been developed
- Oversee the work of the Accountability Officer and review any feedback / complaints received by the mission ensuring appropriate follow up
- Prepare quarterly and annual reports for submission to the Country Director and HQ Ethics committee
Objective 6 : Support the implementation of evaluations and support the mission in capitalising on its lessons learned
- Support the implementation of evaluations at mission level
- Capitalise on the lessons learned by different activities conducted by the MEAL Unit and AAH Lebanon mission (including but not restricted to Validation, Feedback Mechanisms, and completed projects)
Objective 7 : Support the follow up of the Mission Strategy framework, ensuring standardization of indicators and beneficiary counting
- Follow up of mission indicators compiling the information from all interventions
- Ensure harmonisation of beneficiary counting and completion of Activity Info by all departments
Objective 8 : Security
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 9 : Support humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
CANDIDATE PROFILE
- University degree on a field related (WASH, FSL and CBI).
- Extensive experience on project cycle management, research, data gathering and management, quantitative/qualitative analysis and English reporting.
- Experience on humanitarian needs assessments would be an asset.
- At least 2 years of experience within humanitarian organisations, in project cycle management and in M&E Positions or tasks.
- Humanitarian sector knowledge: Mandatory
- Action Against the Hunger knowledge: A plus
- Languages: English (and proficient on written English)
- Arabic would be an asset
- Able to work under Windows OS.
- Proficiency on the basic office tools (at least Word and Excel)
- Knowledge on databases and mobile data collection systems (ODK, GRASP) would be desirable.

REMUNERATIVE PACKAGE
We offer immediate incorporation to a dynamic international network with the following remuneration package:
- Based in: Beirut
- Formal work contract: 12 months
- Salary: from 1,870.00 € - 2,370.00 € gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.
