Myanmar: Regional Program Manager - Burma (Myanmar)

Cardno International Development is seeking two (2) Regional Program Managers for the anticipated USAID-funded Burma Community Strengthening Project. The program will design and implement interventions to strengthen communities in areas affected by or prone to conflict to improve access to essential services, recover from conflict, improve their resilience to future shocks, and empower them to more fully participate in Myanmar’s democratic transition and national reconciliation processes.

The Regional Program Managers will operate field offices located in Sittwe and Myitkyina. Sittwe is the capital of Rakhine State, and will focus on communities in that area. Myitkyina is the capital of Kachin State, serving communities in both Kachin State and northern Shan State. The Regional Program Managers should be familiar with the cultural and societal intricacies of each region.

Cardno has managed development projects across a variety of sectors in Myanmar since 1977, and currently employs approximately 700 staff across nine states and regions. Promoting locally driven and community-centered approaches is at the core of our work. In the last 15 years, we have implemented 21 projects across the country.

Responsibilities:

  • Manage a field office and/or geographic or issue-based portfolio;
  • Coordinate with the Chief of Party to develop the overall regional program strategy;
  • Ensure proper financial and administrative management, as well as activity development and implementation;
  • Supervise a staff team to ensure enforcement of proper financial, procurement, and general operational protocols and reporting in the field office, in compliance with USAID rules and regulations;
  • Advise USAID, the Chief of Party, and other program staff on the evolution of the local political, economic and social situation in the area and on how to continually adapt the program to ensure it remains relevant and effective.

Minimum Requirements:

  • At least 4 years of experience working on field-based projects in a related role;
  • At least 2 years of experience leading diverse staff teams in complex, dynamic and challenging field operations in developing countries;
  • Demonstrated experience developing and administering grants programs;
  • Experience analyzing local, regional and national politics, and channeling that analysis into guiding program staff in identifying and designing interventions that relate to the current political and operating environment;
  • Financial management experience (including budgeting, tracking, reporting, accounting, and procurement);
  • Experience in Myanmar or other Asian or Southeast Asian countries undergoing transition preferred;
  • Myanmar language skills preferred but not required.Only short-listed candidates will be contacted.
