Lebanon: LEBANON/SYRIA- INFORMATION MANAGEMENT COORDINATOR – BEIRUT/AMMAN

ABOUT THE MISSION ...

SOLIDARITES INTERNATIONAL is currently developing its information management capacities. In Lebanon, an information system has been developed at mission level in order to manage data from all activities and ease up the collaboration between different departments. A first version was rolled out in 2016 but the functionalities were not satisfactory and uptake by the teams was difficult. An Information Management Coordinator position was created in 2017 in order to support the development of a second version, which will be rolled out in March 2018. It is the first time that SI develops such a system and it is crucial to sustain a senior technical position at mission / regional level.

Information management has become a top line topic in the humanitarian world and especially in most Lebanon coordination arenas. SI has a strong voice in these discussions and needs to remain audible while maintaining a strong capacity to understand IM issues at stake to advocate/influence accordingly.

SI is also part of two consortia where IM is at stake:

  • CAMEALEON: a third party monitoring consortium in charge of enhancing the quality of the multi-purpose cash assistance in the country;

  • Lebanon Integrated Response Approach (LIRA – funding not confirmed), where SI is intended to have the IM lead (1 shared resource).

The objective will also be to assess the relevance of applying the system to SI operations in Syria.

ABOUT THE JOB...

GENERAL OBJECTIVES :

  • Provide technical and strategic recommendations for Country Directors (CD), Deputy Country Directors (DCD) and Technical Coordinators to make informed decision and evaluate risks internally and externally

  • Identify advocacy issues and formulate recommendations and/or talking points as relevant

  • In collaboration with CD and DCD represent SI with relevant stakeholders including in technical and non-technical fora with UN agencies and donors

  • Support SI Lebanon in rolling out its internal Information Management System:

  • Oversee the uptake of the system

  • Oversee the maintenance of the system

  • Oversee drastic changes to the system if any / if needed

  • Oversee the development of relevant training modules to SI teams

  • Undertake training and coaching on the System as necessary

  • Oversee the Institutional Knowledge Building efforts on SI IMS

  • Manage, and provide technical support and mentoring to the IM team in the country of deployment and/or region

  • Support the setup of the two ongoing consortia mainly by providing risk analysis, technical expertise/recommendations and supporting in identifying needed profiles and undertaking the recruitments of relevant positions

  • Assess the possibility to roll out the system in SI Syria: conduct system needs analysis (needs and capacities)

  • Enhance SI’s understanding of Information Management matters in the region

THE MAIN CHALLENGES OF THE POSITION ARE:

  • The job holder will need to have the relevant technical knowledge to be able to understand and provide recommendations on SI’s and other NGOs’ systems;

  • The job holder will need to quickly adapt to the SI’s set up and the country humanitarian actors in order to deliver relevant support;

  • All tools and process created should be as sustainable as possible.

RESPONSIBILITIES:

Priorities for the 2/3 first months :

  • Roll out of the System in SI Lebanon Mission and support the newly established IM department;

  • Build relationship with key IM actors in the country of deployment/region;

  • Assess the opportunity to roll out the system for Syria operations

YOUR PROFILE

Education:

Advanced university degree in IT, Science, Engineering or Business Solutions. A first level university degree in combination with two additional years of qualifying experience may be acceptable in lieu of the advanced university degree.

Experience:

  • Minimum 3 years of relevant working experience in the field of Data Architecture and Data Management System implementation and development;
  • Experience in building staff capacity;
  • Previous experience with SI desirable.

Technical skills and knowledge:

  • In-depth technical knowledge in SQL programming language / Proven experience in the design and installation of a cost-efficient and secured Data Centre Solution;
  • Excellent command of the following software tools (depending on the delegation): Sphinx, Access, QGIS, ArcGIS, ODK/KoBo tool box, among others. If the applicant lacks this experience, he/she must have worked with similar software and be able to quickly master new tools;
  • Command of IT and file management tools in general;
  • Excellent skills in designing and managing tools for entering, compiling and pre-analyzing data, and an understanding of database issues;
  • Excellent data analysis skills;
  • Experience with quantitative collection methods, as well as data collection and processing in the field;
  • Awareness and knowledge of ethical issues related to data management;
  • Coaching and mentoring capacities & fostering Innovation and Empowerment / Analytical and strategic thinking and results orientation - Commitment to excellence / Problem analysis capacities and appropriate & transparent decision making;
  • Problem solving and analytical skills with the ability to assess challenges and recommend solutions;
  • Knowledge of SI’s rules, tools and procedures is a plus.

Soft skills and spirit:

  • Good diplomacy/interpersonal skills;
  • Flexible (may have to take on responsibilities not directly mentioned in his/her JD);
  • Adaptability to changing work environment and possible volatile security situation;
  • Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads.

Languages:

  • Fluent English: speaking, reading and writing skills
  • Arabic and French are assets

Others:

  • Commitment to the fundamental principles of SI’s charter and ethos

LIVING CONDITIONS

In Beirut, the guesthouses and the office are located on the same block, in new buildings in the Sodeco neighbourhood, close to the French Embassy. The guesthouses total 9 bedrooms used by the coordination team based in Beirut and visitors from bases. A hotel is located nearby as well if needed. The buildings have a generator and Wi-Fi is available on SI premises.

Beirut is a very modern city, where you can find all kind of restaurants, shops, international libraries, bars, night clubs, cinemas, etc…

Living conditions in Amman are very good and staff has access to a wide range of restaurants, cafes and bars. Most of occidental products (food, clothing…) are easily accessible. Jordan also proposes several destinations for weekends.

In both cities, security levels are good and restrictions are very limited.

SI WILL OFFER YOU ...

A salaried post: according to experience from 2400 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly per diem of 750 USD (Beirut)/700 USD (Amman).

Vacation: during the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
