Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action Against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

GENERAL OBJECTIVES

The position has two main objectives:

  • First to monitor and oversee the implementation of all FSL projects, to support the reporting of the projects and the identification and drafting of new FSL proposals, to organize, follow up and capacitate the project teams, ensuring that activities are met according to the contractual agreements and the quality standards of Action Against Hunger.
  • Second, to utilize the staff development plan to build the capacity and functionality of the national staff members, with an eye towards nationalization of the position(s), ensuring that adequate skills, experience, and knowledge is transferred within a limited time-frame.

SPECIFIC OBJECTIVES

Objective 1 : To ensure timely and quality implementation of FSL projects at a base level

  • In coordination with the FSL Co, Head of Base and MEAL Team, design the macro Programme Cycle Management tools, including: monitoring, Indicators MoVs, Activity Progress Reports, Budget follow Up, Project Procurement Plans, to ensure quality and timely implementation of the interventions;
  • To prepare a workplan for each project, in coordination with the project team and make sure that the program activities are implemented in respect to the workplan;
  • To ensure monitoring and evaluation plan of the program is effective and functioning both for direct and indirect results of the projects;
  • To provide guidance to the project teams in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan;
  • To prepare project materials alongside with the teams, such as IEC, training modules, workshops, etc.
  • To ensure timely procurement of goods and services for the programme and accurate, regularly updated, budget follow-up and forecast, in close coordination with the Logistics and Admin department;
  • Produce a department Dashboard, including multi-project data on beneficiaries, implementation levels, project maps;
  • To provide verbal and written reports to direct and functional managers on the agreed frequency
  • To ensure proper archiving of technical supporting documents

Objective 2 : To contribute to the comprehension and support to the implementation of food security and Livelihoods strategy

  • Collect and evaluate information on food security and the living conditions of the populations
  • Identify the needs of the most vulnerable populations
  • Identify the needs of the vulnerable local population and propose how to meet these needs at a base level.
  • Actively coordinate with other agencies implementing food security and livelihoods projects
  • Direct involvement in the drafting of both FSL reports to donors and new proposals coordinating the field staff inputs and ensuring that are meeting the quality required
  • Represent Action Against Hunger in regional working group meetings in line with Action Against Hunger Lebanon Strategy and under the supervision of Head of Base and Food Security and Livelihoods Coordinator
  • Represent Action Against Hunger in food security and livelihoods meetings with national NGOs, national institutions and international organizations under the guidance of direct and functional managers
  • Deliver a short report (1-2 pages) reflecting the food security and livelihoods situation in the targeted area with proposed solutions every quarter (every 3 months)

Objective 3 : Staff Development and Capacity Building

  • Mentor the Project team on PCM and FSL interventions;
  • Facilitate and provide trainings to staff on Programme Management and Action Against Hunger Training Modules
  • Provide regular coaching and feedback sessions, providing adequate updates on progress against development plan and new objectives
  • Support the Deputy PMs in developing project planning, weekly planning, monthly planning, and integrating MEAL
  • Support the Deputy PMs in building capacity in relation to Financial, Logistical & HR processes, and in external relations with stakeholders
  • Provide regular reports on progress of the development plan to both Operations Coordo and Base HR.

Objective 4 : Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5 : Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

CANDIDATE PROFILE

  • Bachelor’s degree in economics, international relations, humanitarian action or any related field
  • Specific trainings on Programme Cycle Management.
  • Strong background in capacity building and staff development
  • Good understanding of key areas under FSL (CBI, FFA, Agro-Ecology, etc)
  • Good understanding of the country context, good context analysis skills
  • At least 3 year experience working in programme management position in humanitarian and development organizations
  • Demonstrable experience building national staff capacity and coaching.
  • Previous experience with Food Security and Livelihoods.
  • Humanitarian sector knowledge
  • Action Against the Hunger knowledge: an asset
  • English Mandatory. Arabic an asset
  • Good skills in Microsoft Word, Excel, Outlook and knowledge of smart phone applications for CBI
  • Mobility national

REMUNERATIVE PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Based in: Zahle
  • Area: Operations
  • Formal work contract: End of July 2018
  • Salary:1,512.50 € - 1,887.50 € gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.

  • Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by Action Against Hunger)
  • House and maintenance covered by the organization (including per diem): package estimated according to the destination.
  • Travel costs to and from the mission.
  • 25 working days of paid leave per year.
  • Break: additional rest period, including travel cost to a reference area and economic help of 215€.
  • Health, repatriation, travel and life insurance covered by the organization.
  • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action Against Hunger - Spain). a per month
