Within the framework of the RACE II strategy (Reaching All Children with Education) which aims to contribute to furthering the equitable right to a quality and relevant education for all children and youth between 03-18 years of age in Lebanon, by addressing policy, systems, quality service-delivery and demand bottlenecks at the national, sub-national and community levels; the Ministry of Education and Higher Education (MEHE) is working towards ensuring the access of quality education for children in Lebanon by improving the quality of teaching and learning.
In partnership with UNICEF, MEHE has also been working to mainstream Child Protection into the Education sector in line with the National Standard Operating Procedures for the Protection of Children in Lebanon and in collaboration with other line ministries, namely the Ministry of Social Affairs. A Child Protection Policy in Education and related referral mechanisms were drafted in 2016. The Policy has been instrumental in defining the role of the Ministry of Education in creating a protective environment for children in school settings, preventing and mitigating risks of violence and defined key roles and responsibilities of ministry staff including the teaching body in responding to incidences of violence identified in the school setting. In 2017, the roll-out process of the CP policy was launched and included capacity building of second shift public school counselors and DOPS coaches, sensitization of school directors, supervisors and other relevant staff in 20 pilot schools
How can you make a difference?
You will provide technical support to the Ministry of Education and Higher Education in developing and rolling out a framework for the prevention of violence in schools. You will work closely with the DOPS Department in continuing the roll out of psychosocial activities and create linkages with other relevant departments/centers/directorates within the Ministry in strengthening the capacity of MEHE in prevention and responding to child protection violations and gender-based violence.
Deliverables
Contribute to the development of the framework for the Operationalization of the Child Protection Policy in Education
In line with the provisions defined in the Framework, support in the finalization of a psychosocial support program and related capacity building tools for school counsellors in coordination with UNICEF;
Co-leadership of the review/lessons learned on first year of delivery of psychosocial support activities that will be organized in the summer of 2018;
Roll-out of psychosocial support coaching and supervision, as well as operational support to the counsellors and coaches of DOPS;
Provide substantial contribution in the development of a comprehensive training package on child protection and GBV prevention for teachers and counsellors in coordination with CERD when needed.
Support coordination of prevention activities implemented in school settings are in line with the CP Policy and complement social and behavior change initiatives around violence against children implemented in communities within the context of the End Violence Campaign;
Support as necessary links with the Center for Educational Research and Development (CERD) to ensure coordinate efforts in the work with teachers and other school staff specifically to prevention.
