CONTEXT OF THE MISSION

Handicap International’s Middle East Regional Programme coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine). The programme is engaged in a 2nd round of expansion with new challenges, based on our RPF 2015/2019 as well as transitions with our colleagues from the DAH in the Syrian refugee crisis in Jordan and Lebanon. At Lebanon level, the program has shifted in September 2017 from a DAH management to the MEREP full management: the program is now covering the full mandate of HI with Emergency (protracted) and Mine Action as well as some new long term projects secured / in process of in Mental Health and Inclusion. The country remains challenging for fundraising with a mission facing reduction of opportunities and need of increasing its volume of actions.

The Lebanon mission is managed by a Country manager and supervised by the regional office based in Amman. Currently, 2 OC are present for the mission: a development OC and a Mine Action OC. The mission is currently closing 2 bases and reorganizing its set up to make sure that all domains are fully adhering to a comprehensive and strategic approach for the mission. The Mine Action domain includes for now only clearance activities (under the management of a Chief of Ops) but MRE and others AVR opportunities are identified.

DESCRIPTION

Under the overall supervision of the Country Manager, the Operational Coordinator will be responsible for the effective management and implementation of the Resilience, Development and Arm Violence Reduction projects of the mission with his team of PMs and Chief of Ops; guidance and management of the projects teams; compliance with PM-Box, budget regulations, donors requirements and quality insurance.

You will be responsable for:

• Managing and extending the AVR domain with a strong follow up of the clearance project and the donors opportunities on MRE

• Developing the inclusion domain with challenging project on Inclusive Education

• Supporting the continuation and extension of the Mental Health project

• Coordinating the PMs and Chief of Ops on project’s implementation

• Insuring a specific follow up for Mine Clearance Project

• Managing the projects’ budgets/funding & the team

• Contributing to the visibility and extension of HI Lebanon in coordination with the Country Manager

The position will replace 2 current positions: the development OC and the Mine Action Coordinator. There are minimum 3 domain of intervention (projects): Mental Health, Inclusion, Arm Violence Reduction (including clearance).

PROFIL

Education

  • Advanced degree in relevant matter (humanitarian, project cycle management…)

Experiences

  • Minimum 5 years’ experience in resilience, development or mine action in managerial positions corresponding to the needs of the position

  • Experience in working in Islamic contexts/in the Middle-East

Competencies

  • Operational management skills

  • Strong coordination capacities

  • Excellent level report and proposal writing

  • Good team management capacities

  • Skills in mission building and development

  • Project Programming, Monitoring and Evaluation

  • Outstanding communication capacities

  • Knowledge in disability and vulnerability

  • Advanced writing capacities in English

  • Very positive, constructive and dynamic personality, solution-oriented

  • Caring personality with strong respect for individuals

  • Arabic language is a plus

SPECIFICS

Despite the different conflicts affecting the overall Middle East regional and the Syrian refugees crisis affecting particularly the country, the security in Lebanon is still fairly good. Some movement restrictions are applied in some part of the country but the areas are clearly identified. In Beirut, living conditions are good. Many medical facilities are available; there is quite an important range of entertainment facilities (restaurants, cafés, leisure parks…).

CONDITIONS

  • Salary from 2757 € gross/month regarding the experience of the candidate

  • Perdiem : 674 € net/month

  • Insurances : medical hearth coverage, retirement planning, repatriation

  • Paid holiday : 25 days per year

  • R&R : 1 day every month

  • Status : position open to couples/families

  • Housing : individual or collective taken in charge by Handicap International
