Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the NFI/Shelter Officer, the successful candidate will be responsible for the strategic development and implementation of the Communication with Communities activities for the project: “Réponse globale aux besoins humanitaires de la population déplacée au Burundi”, focused on humanitarian information in Burundi for this year 2018.
As of March 2018, over 170,000 Burundians remain displaced from their homes in the country. With 70% displaced due to natural disasters in Burundi, the majority of internal displaced persons (over 88,000) are displaced within the provinces of Bujumbura Mairie, Bubanza, Gitega, Cankuzo, and Bujumbura Rural.
Within the framework of IOM’s emergency and preparedness response to natural disasters, seasonal changes, and climate change the main task of the consultant is to further develop, improve and reinforce the IOM strategy on Communication with Communities (CwC) and provide capacity building to IOM staff and external stakeholders.
Core Functions / Responsibilities:
Support the implementation of the Communication with Communities (CwC) activities in a timely manner, collaborating constructively with the Shelter/NFI Project Officer in carrying out all its financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
Participate in the development of the CwC strategy of IOM Burundi, including its implementation in the mission, including the project currently being develop in the mission.
Liaise with government agencies, private sector, civil society stakeholders and media groups involved in IOM’s emergency response programs for general coordination purposes.
Participate in organization and implementation of project events, including procurement support for required services and supplies.
Organize trainings and workshops with the Implementing partners and monitor the activities implemented with them in field visits. Including the development of materials for communication, trainings, etc.
Liaise on a regular basis with government, other UN agencies, government agencies, private sector technical partners on designated issues pertaining to CwC, and maintain positive collaborative relations. Communicate and follow up with appropriate partners as required.
Identify new project opportunities in line with identified needs, donor and governmental priorities and IOM's mandate by coordinating project proposals and corresponding budgets.
Perform such other duties as may be assigned.
*Key deliverables to be performed under this contract:**
a. Development and Implementation of the IOM CwC strategy
b. Train the Implementing Partners and its focal points, including the development of a common educational and communication materials.
c. Monitoring and reporting of the current project of IOM in Burundi
Experience
Proven track-record of professional experience on CwC
At least 3 years of professional experience in humanitarian work, desirable UN Agency;
Demonstrated experience in carrying out technical assistance interventions;
Professional working experience with national authorities/institutions;
Expertise in direct communication with internal displaced persons and host communities in emergency contexts;
Proven experience in working in international settings;
Experience in develop of trainings and workshop with national staff of Implementing Partners;
Demonstrated ability to deliver quality work under tight timeframes.
Desirable experience and knowledge of the Burundian context
