Programme Overview
The DaNa Facility is a UK Department for International Development (DFID) funded £25m, 5-year programme, established in May 2016, focused on supporting inclusive economic growth and private sector development in Myanmar. Inclusive growth creates new economic opportunities for as many people as possible, especially for the poor, minority groups, women, and other disadvantaged groups. Much of Myanmar’s recent economic history has been dominated by ‘exclusive economic growth,’ whereby a relatively small proportion of society has benefited. The DaNa Facility’s role is to alter this trend and expand the benefits of economic growth.
The Facility is designed to be flexible to navigate in Myanmar’s fast-evolving environment, and respond promptly to the needs and priorities of the Myanmar government. An emphasis on supporting innovative activities is also a priority, with the aim of generating systemic changes that benefit the poor and disadvantaged. The Facility is one of three components under the DFID-funded ‘Business for Shared Prosperity’ programme.
Scope of Work:
The Team Leader will be DAI’s principal programme representative and will be responsible for overall programme management, including but not limited to: development and implementation of work plans, operational budgets, and performance monitoring plans. The team leader will also oversee coordination with DFID Burma, and other critical stakeholders, and will be accountable for achievement of programme results and objectives. S/he will have direct supervisory responsibility over senior technical and management staff and ensure compliance with DAI policies and DFID rules and regulations.
Duties and Responsibilities:
Programme Management
- Hold overall responsibility for the facility and provide strategic, technical and operation insight and oversight;
- Establish programme’s strategic vision and core principles with the field management team and head office;
- Be responsible for the delivery of contractual deliverables as detailed in DaNa Facility ToR and annual workplans. Ensure that all technical and financial reporting and deliverables are complete, high quality, and submitted to DFID in a timely and professional manner;
- Work with technical and administrative managers to design and implement a programme management and monitoring system based on the contract scope of work;
- Initiate changes to the programme logical framework and ensure that set milestones and targets are achieved;
- Develop and implement programme work plan and programme strategy;
- Manage expenditure in line with the agreed budget (agreeing changes with DAI Home Office);
- Be responsible for coordination and facilitation of quarterly BSP Executive Committee meetings and bi-annual BSP Steering Committee meetings;
- Ensure successful and efficient DaNa’s secretariat role for the BSP;
- Work with the technical expertise to integrate cross cutting areas into DaNa’s work;
- Ensure DaNa’s communication strategy is implemented and various communication products are developed.
Team Management
- Lead and oversee management of all long and short term staff. Ensure quality of programme delivery through mentoring DaNa Facility team;
- Act as a mentor to key local staff and local economic reformers in developing their ability to engage with technical issues and develop competencies in areas relevant to DaNa Facility TOR;
- Ensure all deliverables produced through Short Term Experts’ missions are in line with DAI and client quality standards;
- Nurture and maintain team spirit and a collegial working environment.
Client and other stakeholder relationship management
- Develop productive working relationships with the BSP and DFID to identify appropriate areas of strategic coherence between activities to offer VfM;
- Serve as the primary point of contact with DFID Burma and key private sector actors, forging and maintaining strong, positive relationships to ensure that project design and implementation encourages inclusive participation of diverse stakeholders;
- Manage client and beneficiary expectations from the outset, including defining and agreeing key success criteria for all project deliverables;
- Liaise closely with donor counterparts to ensure client satisfaction;
- Act as DAI‟s representative as well as on behalf of the DFID technical assistance project/programme in all meetings.
Business Needs
- Manage expenditures within contract parameters and defined budget lines;
- Ensure value for money and that resources are allocated conservatively and productively;
- Work directly with DAI Head Office on programme implementation, personnel, and budget issues;
- Ensure project finances and management practices are in compliance with DAI and DFID contractual rules and regulations.
Business Development
- Represent DAI externally to the client and with all potential future clients;
- Provide support to business development activities including through intelligence gathering, pre-positioning, technical proposal writing/reviewing, client relationship management etc. as agreed.
Ethics and Security
- Work to ensure that Team complies with DAI Ethics and Security policies, including completing DAI ethics training annually;
- Act as an example for team members to follow and discuss ethics issues openly;
- As necessary, put in place a system of checks and balances to minimise any potential for abuse.
Additional tasks as per the Programme ToR, DAI’s Technical Proposal or Project Director requests .
Supervision: The Team Leader will report on a regular basis to DFID and DaNa Facility Project Director.
Main office location: Yangon, Myanmar. Occasional travel to other districts may also be required.
Project Start date: ASAP
Project End date: 31st December 2020 (subject to DFID funding)
Level of effort: full time (up to 220 working days per year)
Key Qualification and skills:
- At least 10 years of professional experience in management leadership roles on donor funded development programmes.
- Master’s Degree in business, international development, economics or other relevant field.
- Previous management experience of DFID-funded or other donor projects including familiarity with donor management tools, mechanisms and procedures.
- Demonstrated proficiency in client management and coordination with multiple stakeholders.
- Decision-making ability and judgment based on significant technical and management experience.
- Experience of writing reports for corporations, donor agencies, the media, and other audiences;
- Understanding of the cross cutting approaches (e.g. social inclusion, modern day slavery, PEA, VfM, M&E etc.) and integration to development programming.
- Analytical skills to guide Programme activities in different context specific scenarios.
- Problem solving and result achieving attitude.
- Effective interpersonal communications and professional integrity.
- Ability and willingness to travel within Myanmar.
- Previous work experience in the region will be considered as an advantage.
