Lebanon: CONSULTANCY - SUPPORTING THE IM TRANSITION OF EARLY 2018 IN LEBANON

CONTEXT

Lebanon is welcoming at least 1.1 million refugees in the country, most of which have settled in areas which already face challenges and with high proportion of poverty within its host population. This massive wave of refugees has put additional pressure on Lebanon and its fragile services and infrastructures. The nearby conflict has also disturbed part of the Lebanese economy including its trade.

While most of the response to the Syrian crisis in Lebanon has focused until today on covering the immediate needs of the most vulnerable households, more sustainable and independent sources of Livelihoods are necessarily to enable host and refugee communities to live with dignity.

SOLIDARITES INTERNATIONAL (SI) has been present in Lebanon since 2013, working mainly in the North part of the country with WASH, Shelter, Outreach, Community mobilization and cash-based programming. It invested early on in its information system in order give itself the means to work better and faster, to reduce its data management workload and to extend its reach regarding IM in general, for better quality programming and activity piloting. Innovating by experimenting internally and developing directly with its teams a first version of its centralized database, SI is looking at capitalizing on all consented efforts by now implementing a comprehensive program information system called SASIL. In order to get there, it launched mid 2017 an IM intervention and recruited a coordinator to oversee it.

SCOPE AND OBJECTIVES

The overall objective of this short term mission is to support SI IM investment in the mission’s information system.

This will be specifically achieved by:

  • directly contributing to finalizing the IMS developments,
  • producing specific technical documentation and guidelines in order to contribute to the technical institutional knowledge on the work done regarding developments mainly

METHODOLOGY & DELIVERABLES

Consultant(s) is(are) expected to be mainly autonomous outside daily short exchanges and team efforts and to be technically operational from the get go on chosen technologies regarding software development.

Summarized tasks:

  • IMS code finalization, unit testing, comments (reversibility): 10 days
  • Capitalization on code/data structuration: 5 days

DURATION & DATES

Desired start date: 16th of April 2018

Duration: 15 working days

The consultant is expected to be homed based.

PROFILE

Training and qualifications: Post graduate degree.

Professional experience:

  • At least 5 years of documented experience in humanitarian and/or development sector
  • At least 2 years of documented IM or process automation project management
  • Extensive experience in tailored tools design and production

Required qualities:

  • Good people skills / pedagogy
  • Good analytical skills
  • Ability to present information in a succinct and compelling manner for none technical staff
  • Good writing skills (English).

Software development languages/frameworks/libraries:

  • PHP/SQL/HTML/CSS/JAVASCRIPT/AJAX
  • Laravel/Eloquent/Blade/jQuery/Bootstrap

Languages:

  • Fluency in French (oral & written)
  • Fluency in English (oral & written)
