Plan International Myanmar is recruiting for the Consortium Manager position based in Yangon to coordinate the Myanmar Consortium for Community Resilience (MCCR) project activities, supported by the the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG-ECHO). Plan International Myanmar will be hosting the Consortium Secretariat which will coordinate the work of all consortium members ensuring effective program implementation and compliance with donor rules and regulations.

Job Purpose: The Consortium Manager will provide strategic leadership to the Secretariat and support partners to ensure quality implementation of activities in accordance with approved project proposal and donor compliance. The Consortium Manager will be responsible for effective coordination with partners and government counterparts, national advocacy, external representation, monitoring and evaluation, and knowledge management. This position is open for both national and international candidates.
Key Accountabilities:
· Ensure that the project is implemented in accordance with approved project proposal and donor rules and regulations.
· Serve as the focal representative of the consortium to the DG-ECHO Myanmar Office and maintain an effective professional relationship.
· Provide strategic leadership to the Consortium Secretariat and facilitate effective coordination among consortium members through organizing regular coordination meetings.
· Provide technical support to partners to ensure standardization of project methodologies and approaches across consortium partners.
· Monitor project activities at field and national levels and produce high quality, consolidated narrative and financial reports and learning products in a timely manner.
· Develop and implement the consortium’s advocacy strategy in collaboration with partners.
· Represent the consortium in various working groups and build relationships with government counterparts, donor agencies, and other stakeholders.
· Ensure that cross-cutting inclusion issues and conflict-sensitive approaches are prioritized throughout project implementation.
Qualifications, Skills & Experience:
· Master’s degree in relevant field from a reputable university or equivalent management working experience in the development and/or humanitarian sectors.
· At least 6-8 years of professional experience at a senior level managing resilience and disaster risk reduction work, preferably in Myanmar.
· Experience managing DG-ECHO funded projects and consortium projects with a wide range of diverse partners.
· Excellent communication and writing skills.
· Strong influencing and advocacy skills and experience preferably in Myanmar.
· Good understanding of and sensitivity to different cultures, values and traditions.
