The Psychosocial Support (PS) Delegate works within a small Danish Red Cross (DRC) country team, embedded in the headquarters (HQ) of the Host National Society (HNS). They are responsible for programme development and implementation in adherence with the country strategy and the DRC International Strategy. Through this DRC aims to reach and assist highly vulnerable people in cooperation with other partner Red Cross / Red Crescent (RCRC) Societies and external actors. In Lebanon the HNS is the Lebanese Red Cross (LRC), and there is a Palestine Red Crescent Society (PRCS) branch with which DRC also works closely.
DRC has been present in the Middle East & North Africa (MENA) region since 2002 and in Lebanon since 2013, in response to the growing regional crisis caused by the war in Syria. The entry point for DRC was its PS Programme (PSP), providing both outreach services to Syrian refugees and host communities through LRC’s mobile clinics and disaster management units, and also capacity building of LRC volunteers, including through the introduction of Psychological First Aid (PFA) as standard in all LRC departments. This project is currently funded by the Australian, Italian and Swedish RC societies, together with DRC’s own funds.
PS is one of the key focus areas of the DRC International Strategy and with the support of the above donors together with UNICEF, DRC has supported LRC’s provision of psychosocial support through its programme, ‘Enhancing the psychosocial wellbeing of populations affected by the Syria crisis‘, which also emphasized LRC staff and volunteer self-care, and capacity building.
Main responsibilities
The PS Delegate reports the Lebanon Country Coordinator (CC) also based at the LRC in Beirut. The PS Delegate has the following main responsibilities:
- Support and guide implementation of the cross-cutting psychosocial programme (PSP) in Lebanon, which LRC is mainstreaming across its key programmes
- Manage all programme related aspects of the cross-cutting PSP in coordination with relevant LRC and PRCS-L departments
- When required, assist LRC and PRCS in any relevant assessments and emergency PS response in the field across Lebanon
- Act as key adviser in discharging DRC’s role as LRC’s focal point for all PS-related activities, including Gender and Diversity and Child Protection, and specifically assist in developing LRC’s (and possibly PRCS’) strategic priorities within this field and support them in ensuring a crosscutting impact
- Strive to improve the quality of PS services provided by LRC (and PRCS), including through stronger Project Monitoring, Evaluation and Learning (PMEAL)
- Help to build the technical and programme management capacity of LRC, particularly of the Medical Social Department (MSD), and thus support LRC’s aim to become a strong NS that consistently delivers relevant services to vulnerable people country-wide (as per the IFRC NS Development Framework)
- When appropriate, support other Partner National Societies (PNS) working with PS, Gender and Diversity and Child Protection interventions in Lebanon
- Support the DRC Health Delegate in Lebanon, and the Country Coordinator, in developing and raising funds for DRC’s overall programme in Lebanon
- Work in collaboration with the other DRC PS delegates in MENA Region, with the DRC Regional PS Delegate, and the MHPSS and Health Coordinators in HQ
Experience and qualifications
You have a minimum of 5 years of actual field experience in psychosocial support or related project implementation. Furthermore, your profile match most of the following:
- A relevant academic degree in the field of psychology or a social science related to the field
- Proven experience in psychosocial support programming in developing and/or conflict-affected countries
- Information management and analytical skills, in assessment, project design, and programme financial management
- Coordination skills, with an emphasis on working through and building the capacity of national partners of limited capabilities
- Partnership development and maintenance skills and experience, with a local organization such as a RCRC National Society
- The ability to work in Arabic
- Excellent English speaking and writing skills
We expect that you are confident in situations of stress, and able to handle a heavy but varied workload. You understand that process and ownership are key to achieving results in culturally and politically sensitive environments. As a person, you are an excellent diplomat and have strong communication, coordination, negotiation, networking, and facilitation skills. You must be self-supporting in computers and possess a valid international driving license.
Employment Conditions
The starting date is as soon as possible and the length of the contract is 12 months. Your duty station will be Beirut, Lebanon. The position is a family duty station.
Travelling to the programme areas will take place to the degree that the security situation in-country allows. You will report to the DRC Country Coordinator in Lebanon and work closely with the rest of the DRC country team.
