COUNTRY PROGRAM MISSION
Since 1978, the American Refugee Committee (ARC) has provided life-saving primary health services for refugees, internally displaced persons (IDPs), and host communities in emergency and post-conflict settings around the world. Since 1995, ARC has expanded its portfolio to include countries transitioning to longer-term development. From program inception, ARC strives to build host country capacity to provide a broad range of comprehensive health care services by supporting Ministries of Health, service providers, and local communities. ARC implements innovative and inclusive solutions to ensure that all beneficiaries have equitable access to health care.
ARC has been working in Myanmar since 2014 with ethnic health organizations and mobile migrant populations in the southeast region of the country to prevent drug-resistant malaria. This builds on a 30-year history providing health and social services to refugees from Myanmar in Thai camps, including an essential package of primary, reproductive, maternal, and child healthcare services, pharmaceutical supply chain, training and supervision of refugee staff, along with community-based education.
PRIMARY PURPOSE OF THE POSITION
In partnership with Ministry of Social Welfare Relief and Resettlement, the goal of the project is to contribute to the welfare of conflict-affected populations in northern Rakhine State by improving access to basic primary health care, reproductive health care, and tailored WASH activities.
The Mobile Clinic Medical Doctor will be responsible for medical direction, clinical administration, and management of one mobile clinic in one township in northern Rakhine State. This position will ensure the provision of equitable, high quality primary and reproductive health care services in accordance with national standards and global guidance. The position will directly supervise and provide capacity building to a team of national staff, including a nurse/midwife, psychosocial officer and community health care workers.
MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES **
Clinical Management & Administration – 35%**
- Provide overall medical direction to a mobile clinic providing basic primary and reproductive health care services to one conflict-affected township in northern Rakhine.
- Ensure equitable, dignified, and respectful high-quality clinical care is provided in accordance with national protocols and international best practice guidelines.
- Manage the pharmaceutical supply chain for the clinic, coordinating supply requisitions with the Project Manager. Project quarterly quantifications based on usage and anticipated/historical epidemiological trends. Ensure no stock outs. Adhere to rational drug usage protocols.
- Identify communities in need and plan clinic rotations accordingly. Anticipate changing needs and potential emergencies and inform supervisor.
- Maintain mobile clinics, including universal precautions and infection prevention and control.
- Adhere to established safety/security policies and procedures.
- Adhere to prevention of sexual abuse and exploitation code of conduct, sexual misconduct policy, and consensual relationships policy.
Medical Direction & Supervision – 35%
- Supervision, leadership, management, problem solving, coordination, and decision making,
- Supervise clinical services for affected populations, including mentorship and clinical guidance of health care staff.
- Support and guide health care staff to ensure appropriate diagnosis and treatment plans based on analysis of relevant and available patient history/records, appropriate physical examination and investigations.
- Provide medical consultation for complicated cases and refer life-threatening cases to local hospitals accordingly. Make certain use of referral is appropriate. Monitor referred cases for follow up.
- Conduct initial in-service training and ongoing on-the-job training for clinic staff and community health workers.
- Ensure national clinical protocols are available for reference & other international technical support tools, as necessary.
Coordination and Collaboration – 15%
Communicate and liaise as necessary with the following to ensure smooth implementation and integration of services:
Public health authorities
Local hospitals (for patient referral, tracking, and follow-up)
Community leaders
Myanmar Red Cross Society
Other NGOs
Coordinate planning and activities with Project Manager, Pharmacist, and other ARC staff.
Monitor and coordinate project activities as indicated in the project framework.
Health Information System (HIS), Reporting, Monitoring & Evaluation (M&E) – 15%
· Ensure appropriate clinic registries are available and clinic staff are trained in their use.
· Ensure clinic staff complete patient registries accurately for each patient consultation and tally daily patient data.
· Identify any reportable diseases and notify supervisor and local health authorities; assist with outbreak response if needed according to standard protocols. Ensure weekly notifiable disease reports are submitted to local health authorities.
· Compile and submit monthly/quarterly service statistics to relevant local health authorities and to the Project Manager for donor reporting.
· Analyze service statistic data regularly to determine quality of clinical care provided and epidemiological trends, and provide recommendations to Project Manager/direction to clinical team to improve care and patient outcomes.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
Required
- Medical Doctor with valid medical license
- Minimum 5 years working experience, of which at least two years-experience in clinical care, preferably in a primary care setting
- Previous professional experience providing clinical care in resource-constrained settings
- Demonstrated leadership and management skills
- Understanding of HMIS tools required for effective clinic management, reporting, and quality improvement purposes
- Experience providing clinical capacity-building, mentorship, and on-the-job training to other clinicians
- Experience effectively managing pharmaceutical supply chain, including demonstrated record of zero stock-outs
- Demonstrated track record of successfully building relationships with stakeholders for effective project implementation, including government, communities, and partner organizations
- Fluency in English
Preferred
- Specializations in tropical medicine, public health, psychiatry, and communicable diseases
- Previous professional experience in a conflict setting and/or with refugee/IDP populations
- Previous professional experience in Myanmar, particularly Rakhine State, including an understanding of local cultural dynamics
- Previous professional experience managing mobile clinics
- Working knowledge of Burmese language (Rakhine is a plus
