  • Background and rationale
  • Since the end of April 2015, street protests and political violence in Burundi have led to an increasingly fragile environment for children, with regular reports of child rights violations, including injuries, deaths and detentions.

    UNICEF is responding to the increasing vulnerability of children living in Bujumbura by systematic monitoring of rights violations and support to centers for children living in the street and those living in affected neighborhoods.

    With over 177,000 Burundians that have fled the country – the vast majority of which are women and children – concerns regarding deteriorating health and nutritional status of children in the border areas also have arisen. In the Nyanza Lac area, which is already endemic to cholera. The increase in cholera cases along the southern border has slowed and currently stands at 180, suggesting that the epidemic is under control. In Kirundo province, which is already vulnerable to malnutrition due to recent bad harvest and water deficits, spikes in malnutrition among children have been reported due to repeated migrations which are compounding the existing situation.

    Given the diverse emergency scenarios and the expected response from the CO to ensure the Core Commitments for Children are met to the fullest extent, the Communication for Development Specialist will work closely with the different program of UNICEF to research, design, , implement, monitor and report strategic behavior and social change communication, social mobilization and advocacy activities.

    How can you make a difference?

    Main responsibilities and tasks

  • Support UNICEF’s response in C4D as part of the overall program (Health, WASH, Nutrition, Protection, Education).
  • Participate in rapid needs assessments for the C4D program component;
  • Provides technical supervision and guidance in formative research, planning, implementation, monitoring and evaluation of a communication plan for cholera

    prevention and introduction of new vaccine as part of country programming;

  • Manages the development and pretesting of communication materials to facilitate effective and efficient program delivery and sustainable shifts in knowledge, attitudes and behavior toward healthy actions related to cholera prevention, family key practices and toward violence against children;
  • Develops and maintains partnerships with national and provincial media, government departments/sectors, formal and informal community leaders and other civil society organizations, to orient and coordinate their involvement in cholera-focused communication activities; VAC prevention and HIV prevention among adolescent;
  • Provides technical support to government and partner at all levels in the development and appropriate use of guides and tools to build capacity in communication for behavior and social change, aimed at both individual behavior change and collective actions, with a view to eventual sustainable handover.
  • Contribute to the office M&E mechanism, including performing results tracking.
  • Creates and facilitates mechanisms and resources for systematic knowledge generation (e.g. case study documentation), acquisition and dissemination, and sharing of experiences among UNICEF staff and partners on C4D strategies and tools to prevent and mitigate the impact of emergencies.
  • Support UNICEF information products related to the response including situation reports.
  • Help draft funding appeals, donor reports and project proposals related to the response..

  • Updated/ strengthened C4D components within organizational emergency plans, protocols and tools.

  • Advanced university degree in the social/behavioral sciences, (Sociology, Anthropology, Psychology, Health Education) with emphasis on strategic communication planning for behavior development, social mobilization, participatory communication, and research.
  • Fluency in English and French is required.
  • At least 5years of relevant experience in the planning, implementation and evaluation of strategic communication for development and C4D campaigns involving advocacy, social mobilization and community participation, training in interpersonal communication (IPC).
  • Experience in the development and management of formative research, monitoring and evaluation for communication programs.
  • Strong analytical, negotiating, communication and advocacy skills.
  • Demonstrated ability to work effectively in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
  • Previous experience in humanitarian contexts would be preferable.
