Social Impact (SI) is a Washington, DC-area international development management consulting firm. Project Introduction
Through PMSPL II, Social Impact supplements the monitoring and program management efforts of USAID/Lebanon staff and verifies, monitors, and supports USAID program performance in Lebanon. The period of performance of the PMSPL II project is September 2015 – September 2020.
In order to support upcoming program designs and improve on-going activities, USAID/Lebanon requests an assessment and analysis of Lebanon’s Political Economy. Over the course of the last decade, there has been a shift from broad national level studies towards sector level analysis and problem-driven analysis. This change provides detail available at more focused levels of analysis seen by many as having greater potential to provide operationally relevant findings. Nonetheless, sector level analysis and problem-driven analysis alone, may not be sufficient when relevant action implications may arise from political and economic processes taking place at a macro level.
This Political Economy Analysis (PEA) is to cover the macro level, and those sectors where USAID expends significant resources: private sector competitiveness, access to finance, civil society, governance (municipalities), rule of law, education, agriculture, natural resources (reforestation), water and wastewater. Within each sector PEA it is anticipated that specific problems may be identified that would benefit from a specific problem-oriented PEA.
Period of Performance
The PEA is anticipated to occur from May 2018 to August 2018. The Team Leader is expected to have ~45 days of LOE.
Qualifications
The Analysis Team Leader must be an international senior social scientist (e.g. economics or political science), public administration expert or individual with a similar profile with an advanced degree in a relevant discipline. The Team Leader must possess 10 years of relevant experience working in international development assistance programs, including analysis, assessments, and evaluations, and have experience in working with and delivering high quality analytical products. At least 5 years of experience in Political Economy Analysis is critical. The Analysis Team Leader must have at least five years’ experience in at least one of the main CDCS program areas. Experience working in Lebanon is highly desirable.
Responsibilities
The Team Leader's responsibilities may include, but are not limited to:
- Provide technical expertise and lead efforts in analysis design, methodology, and data collection instruments;
- Conduct interviews, surveys, site visits, document review and focus group discussions;
- Lead the preparation and presentation of the key findings and recommendations to USAID/Lebanon;
- Provide leadership for the team and coordinate activities as necessary;
- The Team Leader, together with the USAID team, is responsible for analyzing information collected through desk reviews, field interviews, and other proposed methods preparing periodic (bi-weekly) interim findings and presenting these to USAID/Lebanon;
- Taking into consideration feedback from interim findings presentations, the Team Leader is responsible for writing the draft analysis report and presenting main findings to USAID/Lebanon;
- The Team Leader is responsible for responding to USAID comments on the draft report and submitting a final report to USAID/Lebanon;
- Other responsibilities, as assigned by the PMSPL II Chief of Party.
