Trócaire works in partnership with local and church organisations, supporting communities in 17 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. The Myanmar Country Office in Yangon takes overall responsibility for the implementation of the Myanmar country programme, which currently focuses on humanitarian response, resource rights, women’s empowerment, gender-based violence and peace & development. The programme supports 26 local partner organisations. Due to the strong geographic focus of Trócaire’s work in Kachin and Northern Shan States, Trócaire also has a field office in Myitkyina, Kachin State.

The Country Office currently has successfully secured six different funding streams/contracts in country, along with others from HQ, which provide significant resourcing for the programme. Approximately 70% of this funding is in the humanitarian sector, and has enabled Trócaire to be one of the leading humanitarian actors in Myanmar.

Reporting to the Business Development Manager, this is a Fixed Term Contract of 1 year and is basedin Yangon but with travel to proramme locations.

Key Duties & Responsibilities

Overarching:

· To support programme and support staff to manage existing and future institutional funding grants/contracts in Myanmar, with a particular focus on high quality reporting and internal and donor compliance.

· To support the programme teams in the development of well-designed projects and programmes for submission to institutional donors, consistent with Trócaire’s Organisational and Myanmar’s Country Strategic Plan.

· To build the capacity of the staff and partners to manage existing and future institutional funding grants/contracts.

In particular this role will involve the following components:

Grants Management & Compliance (50%)

· Delivery of strong, high quality and timely reports that satisfy donor requirements through review, revision, and as necessary, drafting of reports, in close coordination with programme teams and the Business Development Manager.

· Perform quality and administrative checks on financial reports that satisfy donor requirements.

· Support programme teams to ensure careful adherence across programmes to both Trócaire and donor compliance requirements, including adherence to supply chain and financial management policies and procedures, fraud etc. in coordination with the Business Development Manager, the Capacity Building and Compliance Manager, and respective counterparts in Head Office.

· Work to develop appropriate procedures, tools and operational systems to support partners in adherence to Trócaire and donor compliance requirements, including adherence to Trócaire’s minimum requirements, in coordination with the Business Development Manager and the Capacity Building and Compliance Manager.

· Keep up-to-date of donor rules and regulations and communicate any relevant changes to staff and partners.

· Provide comprehensive training for staff and partners entering into new institutional donor contracts, including compliance with regulations on financial management, procurement, audit, reporting, visibility and communications.

· Support programme and support staff and partners in preparing contract amendment documentation for donors.

· Ensure all grant files are maintained and organized, including ensuring everything is accurately recorded on Salesforce.

Programme Growth & Development (30%)

· Advise programme staff and partners on donor funding streams and opportunities that match organisational strategic plans and projects/ programmes.

· Pro-actively identify opportunities for securing institutional funding from in-country donors, embassies and trust funds.

· Analyse selected funding calls to assess the range and scope of the calls’ objectives, so as to provide programme staff with ideas and maximising potential.

· In response to new funding calls, provide surge support to programme teams in the process of planning new projects, supporting the initial design and workshop facilitation, and supporting the formulation of objectives and plans.

· Support programme teams in drafting, reviewing and revising proposals and concept notes to mobilise funding in close coordination with programme teams and the Business Development Manager.

· Support the annual renewal of Trócaire’s country institutional funding strategy, in line with country programme needs and external funding opportunities.

Capacity Building (20%)

· Provide training to staff and partners on topics including proposal development, report writing, log frames, budgeting, supply chain management, monitoring and evaluation.

· Advise and support programme teams on building the capacities of partners to handle contractual commitments and compliance issues.

· Advise and support programme teams on how to comply with audit and expenditure verification requirements.

Person Specification – The ideal person will have

(E) Qualification

· Third level qualification in development, humanitarian or a related field of study

(E) Experience

· Minimum of 3 years’ experience working in overseas development and humanitarian sector

· Minimum 2 years’ experience in grant management, proposal and report writing for major international donors including the EU (DevCo and ECHO), Irish Aid, UK DFID, other European Governments, UN, US Government funding (USAID, State Depts.), and other relevant trusts/foundations.

· Proven track record of securing institutional funding via successful grant applications.

· Project cycle management using logical frameworks.

· Working with partner organisations.

· Training/capacity building in a multi-cultural environment.

(E) Skills

· In depth knowledge of managing grants and contractual requirements of institutional donors.

· Excellent budget analysis and budget development skills.

· Experience of working with partners and good understanding of partnership approach.

· Proven strategic thinking and planning skills, including ability to think creatively, analyse and be innovative, set priorities, manage work plans and evaluate progress.

· Ability to work in a complex organisation & consortium structure, with experience of distance/remote management preferred.

· Demonstrated ability to lead & work in a team.

· Excellent and proven organisational skills.

· Highly developed relationship, negotiation and interpersonal skills.

· Excellent facilitation & capacity building skills and experience with the ability to apply when working with individual partners or groups of partners.

· Highly developed verbal and written communication and presentation skills, appropriate for a multi-cultural environment. Fluency in written and spoken English required.

· Computer literacy skills in word, excel and internet/email.
