Myanmar: Humanitarian Programme Officer-Lashio

DanChurchAid-Norwegian Church Aid (DCA-NCA) in Myanmar is looking for a local Programme Officer to work within DCA-NCA’s Humanitarian Response & Mine Action (HRMA) programme in Northern Shan State, Myanmar. The role will be based in Lashio, but will include frequent travel to Yangon, as well as within Shan State, and to other areas of Myanmar, as required.

Background on the project

DCA-NCA HRMA currently works in Northern Shan State and southeast Myanmar (including Kayin and Mon states and Bago and Tanintharyi regions), working with local partner organizations to implement humanitarian response, Mine Risk Education (MRE) and Victim Assistance (VA) programmes.In Lashio, DCA works with a number of local civil society organisations to strengthen their capacity to implement humanitarian response and mine action programmes.

The main tasks and responsibilities for the Humanitarian Programme Officer are:

· To steer our work on humanitarian response with a focus on NSS, in close cooperation with our partners and in adherence to international standards and principles.

· Strengthen coordination in NSS on disaster risk reduction and humanitarian response, from community led mechanisms to state-level, on emergency preparedness.

· To ensure timely and adequate information, risk assessments and preparedness on disasters unfolding in NSS.

· To ensure linkages with projects and partners within DCA’s humanitarian mine action and safer communities work, and ensure close coordination with DCA-NCA’s other thematic PO’s working in NSS.

· Meet financial objectives by forecasting requirements: scheduling expenditures, analysing variances, initiating corrective actions.

· Liaise and establish close links and co-operation with relevant partners and authorities, including the Department of Social Welfare, INGOs and local CSOs.

Requested qualifications:

· Myanmar National

· Bachelor degree or similar education

· 4 years of relevant professional experience, humanitarian response, cash-transfer programming, mine action, conflict resolution experience an advantage

· Competence in needs assessment, monitoring and reporting

· Demonstrated time management skills

· Ability to work proactively and with initiative

· Ability to establish overview and structure in a sensitive environment

· Good interpersonal and communication skills

· Flexible, reliable and trustworthy

· Good working knowledge of English, knowledge of local languages a strong advantage

· Good working knowledge of Microsoft Office software


How to apply:

The benefit package for the position includes a competitive remuneration with base salary range from MMK 1,231,879 to 1,733,378 per month depending on education and level of experience. Other benefits include annual bonus, pension scheme and medical insurance.

Starting date: July 2018 or earlier

Weekly working hours: 40 hours per week.
