Sexual assault including rape constitutes a major public health problem that has its impact on individuals at multiple levels encompassing physical, psychological and social.

Prior to the Syria crisis, clinical management of rape (CMR) was not a service offered to survivors of sexual violence/rape in private and public medical facilities In Lebanon nor were there any specific protocols or standardized service providers who were trained on CMR for provision of medical services for adult and child survivors of sexual violence.

To address this gap, the CMR Taskforce (CMRTF)[1] was established under the coordination of the Ministry of Public Health (MOPH) and UNFPA in 2013 in order to coordinate and advocate at national level for increased access to quality medical response for adult and child GBV survivors in health facilities providing clinical management of rape. The CMRTF works closely with Ministry of Public Health (MoPH) as a forum to discuss challenges, gaps and strengths, and good practices in regards to provision of CMR services. The CMRTF seeks contributions and coordinates with various health and protection sector agencies such as the SGBV Taskforce and the Child Protection Working Group. The main actors within the CMR TF include MoPH, UN agencies and international and local non-governmental organizations.

How can you make a difference?

UNICEF Lebanon Country Office (LCO) is seeking to hire a senior consultant with strong public health, reproductive health, and protection background to support the Ministry of Public Health (MOPH) and the CMRTF in the development of a national strategy to institutionalise CMR within MOPH while outlining the linkages with other relevant line ministries such has the Ministry of Social Affairs (MOSA), the Ministry of Interior and Municipalities (MOIM), and the Ministry of Justice (MOJ) in line with international standards and principles, promoting a survivor-centred approach.

The consultant, working under the technical supervision of UNICEF Child Protection Specialist (GBV) and with regular consultation with the CMRTF, will support the MOPH to begin building sustainability of the CMR response in Lebanon.

Specifically, the consultant will:

  • Undertake a desk review of all the CMR interventions in Lebanon since 2013 (trainings, assessments, monitoring tools, etc) by the MOPH (Reproductive Health Unit), UN agencies, and NGOs as part of the CMRTF to provide quality care to survivors of sexual assault in order to in order to subsequently develop a concrete set of tools that should be used.
  • Undertake a desk review of all relevant national policies and guidelines related to protection and assistance to adult and child survivors of violence and identify gaps.
  • Conduct consultations with key stakeholders within the MOPH, as well as the Order of Forensic Doctors, Order of Gynaecologists, order of Nurses, order of Midwives, Order of Paediatricians, the National AIDS Control Programme, and with CMRTF members including members at field level to understand the opportunities and challenges related to CMR institutionalisation, in addition to other line ministries (MOSA, MOIM, MOJ) for holistic care, referral and monitoring, including referral pathway based on the existing referral pathways developed at the sectoral level (SGBV Taskforce) and child protection referral mechanisms.
  • Conduct visits to at least 10 health facilities trained on CMR and providing the service to assess the strengths and weaknesses as well as identify the feedback and expectations from frontline health workers.
  • Conduct consultations GBV case management agencies and gather their Âfeedback as well as women, girls, boys and men views about quality of care received as well as general safety/security around going to the PHCs/hospitals
  • Review of materials used for training, supervision, follow up, and assessment in order to develop a concrete set of tools that should be used.
  • Undertake a gap analysis in the delivery of services to adult and children survivors of sexual assault, including rape based on using a determinant analysis of CMR related health service delivery looking at the following determinants: Enabling Environment (such as legislation/policies, budget/expenditure management/coordination, including information management); Supply (availability and management at national level of essential commodities such as PEP kits, access to adequately staffed services and facilities); Demand (financial access, timing and continuity of use; social and cultural practices and beliefs); Quality of care (services delivered in line with global guidance).
  • Review of MOPH accreditation system for integration of CMR.
  • Develop the resources needed to provide CMR in public medical facilities (hospitals and PHCs) in line with international standards (audit legal and policy framework for age-appropriate GBV health service delivery, and identify areas for policy review and development; technical and financial assistance to develop and implement national health policies and protocols for sustainable scale-up of GBV health services; policies that stipulate pre-requisites for medical examination and treatment; coverage of costs associated with care, including fees of medico-legal procedures; financing mechanism; trained staff; information system; and adequate logistics and facilities.
  • Organize a national validation workshop on the roadmap for the CMR national strategy. The strategy and its costed action plan should define the Outcome, Outputs, Activities and Inputs, timeline, responsibilities, budget and a clear M&E plan and timeline for implementation. The action/implementation plan should outline clearly the roles and responsibilities of the different ministries and non-government stakeholders.
  • Support to launching the strategy as needed.
  • The consultant is also expected to:

  • Make frequent extended travel in Lebanon to arrange and organize the focus group discussions and key informant interviews,
  • Present regular progress to UNICEF, MOPH, and the CMRTF through meetings, national workshops and field workshops, validation workshops, and dissemination.
  • It is further expected that the Senior Consultant is a fluent Arabic speaker (verbal and written fluency) as several meetings with key informants will be in Arabic and several key documents such as policies and draft laws are in Arabic.
  • Suggested Methodology:

  • Desk review of reports, tools, policies, and other relevant information
  • Key informant interviews with MOPH relevant Departments and selected health facilities as well as orders of Forensic Doctors, Nurses, Gynecologists, and Pediatricians, and with CMRTF members and relevant line ministries: MOIM, MOJ, MOSA).
  • Validation workshops with the above mentioned stakeholders
  • To qualify as an advocate for every child you will have:

    Experienced consultant with public health/reproductive health and protection background to support MOPH in the development of a national strategy to institutionalize CMR within MOPH, while also ensuring that a multi-sectoral collaboration is in place with engagement of key actors from several sectors such as MOSA, MOIM, and MOJ.

    Academic Background:

    Advanced degree (Master's or equivalent) with specialization in Public Health/Reproductive Health, Protection/GBVor a related field.

    Years of relevant experience and skills:

  • Minimum eight (8) years of experience preferably in public health/reproductive health and protection‚program design and implementation, delivering results with diverse teams, monitoring and evaluations tasks with an emphasis on provision of health services to GBV‚ survivors.
  • Proven experience with UNICEF and/ or other UN agencies, or Governments on developing national strategies related to public health/reproductive health and/or GBV. (If available, please share work-samples such as copies of the contracts and final strategies as part of application).
  • Experience and understanding of the Lebanese policy environment, particularly in regards to reproductive health and related gender-based violence ‚issues. (If available, provide share work-samples of Lebanon specific-work undertaken reflecting evidence of the modality of the Lebanon context.
  • Fluency in written and spoken Arabic and English. Reports will be submitted in Arabic and English. (Provide work-samples in English and Arabic as part of application submission).
  • It is expected that the senior consultant will have a thorough understanding of appropriate methodology & tools, along with realistic time-planning skills for the specialized consultancy.

    Consultants are expected to submit a financial proposal line with the table in the Deliverables and Schedule, showing the professional fee (daily rate). International consultants are entitled to 3,500 USD living allowance and a economy class flight from their home base. Submissions without financial proposal, will not be considered.
