Duties and Responsibilities:
Under the direct supervision of Programme Associate and overall supervision by the Head of Sub Office in Myitkyina, the incumbent will perform the following duties:-
• Coordinate and monitor the implementation of the assistance programme at the local level, in close collaboration with the implementing partners and local authorities;
• Monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at the site and verify if the amounts received have been properly recorded, stocked, damaged or suspected to be damaged;
• Monitor and review the overall cash transfer such as cash distribution, utilization, and market opportunities;
• Make proper plan and conduct Distribution Monitoring (DM). Collect baseline and end-line information such as Food Consumption Score (FCS), Community Asset Score (CAS). Conduct project outputs and outcomes through Post Distribution Monitoring (PDM);
• Collect, screen and verify the community feedback letters and report to the supervisor with recommendation regularly. Provide regular feedback and response to the community on their concern via feedback letter, community meeting or home visit (verbal). Update the information in the Community Feedback Mechanism database at all stages;
• Mobilize and strengthen Community Based Monitoring System (CBMS) with Cooperating Partners (CP). Organize regular meeting with CP and get activity implementation information and verify accordingly;
• Provide feedback to the supervisor on effectiveness of programme (including community needs are being met, targeted villages/projects are matched with operational guidelines, households/beneficiary or participant selection is in line with designed criteria, and the beneficiaries are receiving right quantity/quality of food or cash);
• Supervise and train CP staffs and other personnel as appropriate;
• Report regularly to the supervisor on relevant events regarding programme implementation, food/cash management, distribution, gender & protection and other related issues;
• Assist in programme activities occasionally such as beneficiary selection exercise, Asset creation project identification, village profiling and others;
• Perform any other related duties as required.
Qualification
Education:
Secondary school education, supplemented with experience or additional education in education, social services, nutrition, agriculture or other related field. A University degree holder with experience in related field will be advantaged.
Experience:
Preferable to have at least three years of progressively responsible support experience including at least one year in the field of statistics, refugee operations, or another related field.
Preferable to have experience analyzing programme output and outcome data. General knowledge of WFP monitoring and evaluation systems and standards is an advantage.
Knowledge:
Experience utilizing computers including word processing, spreadsheet and other software packages.
Language:
Fluency in both oral and written English and Myanmar. Good working knowledge of Local ethnic Language is an advantage.
