Asmae is a French international solidarity NGO specialized in child development and protection. It is independent, non-religious, non-political, and open to everyone.
Created in 1980 by Sister Emmanuelle following her experience with scavengers in Egypt’s slums, Asmae keeps on respecting its founder’s values and methods: listening and proximity, pragmatism, respect of the differences, professionalism and reciprocity.
Asmae’s action aims to support vulnerable children and their families through providing tailor-made and long lasting support to local stakeholders working on education and child protection.
Its vision, “A fair world which guarantees that children can live and grow with dignity within their environment, to become free women and men who contribute to society”, is broken down into four missions:
- Stimulate child development through a global approach. To do this, Asmae also works on family support by taking their environment into account;
- Build the capacity of local stakeholders involved in child development, boost cooperation amongst them and maximize their social impact;
- Stand up for children by raising awareness and advocating;
- Experiment, disseminate and share practices.
Nowadays Asmae supports education and child protection projects through 53 local organizations in Burkina-Faso, Egypt, France, India, Lebanon, Madagascar, Mali and the Philippines. Furthermore, in France, Asmae also directly manages a mother and childcare center.
II- Background on Asmae in Lebanon
Asmae has been operating in Lebanon since 1986 (local coordination office opened in 2005) and is currently working in partnership with six local organizations in areas related to education and child protection, i.e. Prevention of school drop-out and underperformance, Prevention and care of children at risk, and Adolescence support. Activities are mostly located in and around Beirut, with some in other parts of Lebanon as well.
Asmae’s team in Lebanon is composed of four members working from our office in Beirut: a Country Representative, a Project & Partnership Manager, an Administrative and Finance Officer and a Child Protection Technical Advisor. The Project Officer and an Education Technical Advisor will be recruited specifically in view of the launch of a new project.
III- Mission and responsibilities**
Asmae in Lebanon is planning the launch of a 3-year project with two partners in the fields of educational and psychosocial support for children and their families (Syrian and Palestinian refugees, Lebanese host community) in Shatila and Wedi el Zeini. The project is due to be launched in June 2018, for a period of 3 years. The Project Officer will be responsible for the overall coordination, monitoring and reporting of the project*.* As such, s/he will be the project’s main focal point and responsible for coordinating with local partners towards its implementation. Follow the local security and safety rules and procedures and participate in the security context analysis.
According to Asmae’s values and response mode and under supervision of the Project & Partnership Manager, the Project Officer’s duties and responsibilities will be the following:
3.1. Operational project management
- Ensure the smooth planning and organization of activities with the partners within the timeframe and in accordance with contractual commitments;
- Support and train partners in the implementation of activities and strengthen their management-monitoring-evaluation-reporting capacities;
- Organize and/or facilitate regular meetings with the partners (networking, steering committees, etc.) in close relationship with the Technical Advisors;
- Ensure Asmae’s operational tools are used (partner evaluation form, partnership agreement, action plan, monitoring and evaluation dashboard, etc.);
- Gather and centralize information on project activities;
- Prepare narrative progress and final reports in line with the format and time schedule indicated by the donor(s);
- Contribute to formally open the partnership with the two new partners;
- Contribute to the project baseline, mid-term and final evaluation processes (recruitment of consultant, review and validation of deliverables, etc.);
- Monitor the administration of partnership relations;
- Support the Project & Partnership Manager in drafting concept notes and project proposals in collaboration with partners to seek co-funding, mainly through brainstorming workshops.
3.2. Budget management of projects
- Ensure compliance with the procedures and budgetary framework of the project;
- Informs all personnel involved in the projects of the procedures and requirements of the funder(s)
- Manages project budgets together with the Administration and Finance Officer: allocation of expenditure for Asmae, and validation of partner expenses
- Carry out financial and administrative monitoring of partners, together with the Administration and Finance Officer;
- Ensure adherence to the administrative time schedule of financing agreements (transfer of Asmae funds, transfer of partner funds, deadlines for reports, deadlines for the performance of financial audits, etc.);
- Contribute to monthly budget monitoring in accordance with the validation procedure (budget-line spending, flexibility between items, expenditure projections to the end of the project);
- Contribute to budgeting for amendments;
- Contribute to financial reports intended for the donor(s);
- Ensure that record are kept in accordance with the established procedures (in Asmae as well by supporting the partners in doing so)
- Contribute to preparations for, and support the Administration and Finance Officer in financial audits.
3.3. Contribution to the development of National Office activities
- Contribute to team meetings discussions;
- Participate in meeting with the donor(s) if requested;
- Support monitoring missions undertaken by headquarters;
- Represent the organization at meetings and in other activities;
- Contribute to the development of communication tools;
IV- PROFILE
Education / Experience
- Master Degree or equivalent in social sciences, Cooperation and Development, Human / Social work or other related field;
- At least 2 years of experience in project management and/or managing co-funded projects (AFD, EU, embassies, etc.);
- Significant experience in the NGO sector in Lebanon.
Professional skills required:
- Ability to effectively work in partnership on multiple levels and with multiple stakeholders
- Excellent communication skills including active listening
- Ability to work independently and manage multiple responsibilities
- Very good knowledge of the education and childhood sectors in Lebanon, including access to education for Syrian and Palestinian refugees
- Fluency in English and in Arabic (Minimum level of B2 according to the Common European Framework of Reference for Languages or a minimum TOEIC score of 785)
- Fluency in French is an asset
- Advanced skills in Microsoft Pack Office

Annual Gross Salary: From 32, 400, 000 – 41, 400, 000 LBP depending on experience
Location: Beirut, (Ain El Remmaneh), Lebanon, weekly field visits to Shatila and Wedi el Zeini.
