Background
The 2014-2016 Ebola Virus Disease (EVD) outbreak in West Africa was unprecedented in scale, severity and complexity. The impact of the outbreak went far beyond those figures for people who lost their lives or children who lost their parents or caregivers. The outbreak revealed serious deficiencies in national and global response mechanisms in the three affected countries and perhaps many other countries. The international partners within the public health community emphasized the use of exercises to ensure that public health emergency response systems were in place to manage the importation of EVD into high-priority, non-affected countries. These exercises played an important role in identifying strengths and gaps in the development and implementation of preparedness measures.
The main objectives of UNICEF’s emergency health supports are to work with governments and partners across the continuum from development, prevention, preparedness, response and recovery. UNICEF through its Core Commitments for Children in Emergencies (CCCs) provides a framework to ensure the children and women have access to quality maternal, newborn and early childhood health care from the household to community level and health facilities in collaboration with partners
UNICEF and its partnership with US CDC has supported countries of the region in capacity building in the area of Health in Emergency with particular focus on preparedness, response and recovery. In this regard, in March 2017 and in partnership with the Emergency Response and Recovery Branch of the US CDC (CDC -ERRB) and other regional partners, UNICEF EAPRO has organized the first regional training on Public Health in Emergencies (HiE) in Bangkok that brought together government counterparts from relevant departments as well as UNICEF country office staff from Health, WASH (Water Sanitation and Hygiene), Nutrition and other relevant sectors within UNICEF.
Based lessons learned at the regional training, UNICEF and US CDC are working together to support in-country capacity building in Myanmar through a Table Top exercise (TTX). TTX is an effective approach that employs “role-play” scenarios through guided discussion (cyclone, Tsunami, earthquake, civil unrest, etc.) that can likely occur. Proposed participants for the TTX in Myanmar will be government counterparts from Ministry of Health and Sports, from different states and regions, Department of Disaster Management, relevant divisions in MoHS on public health, immunization, epidemiology, WASH, Nutrition, UNICEF and WHO country offices, local NGOs and INGOs working in Myanmar supporting the HiE and other relevant partners.
Objectives of the Consultancy
The International Consultant is to provide technical and managerial support including organization of sessions, facilitation and reporting during Table Top Exercise for Public Health Emergencies in Myanmar. The TTX is being proposed to be conducted either during the week of 28 July 2018 to 1st week of August 2018 with 80 participants from in-country stakeholders
Assignment Tasks and Expected Deliverables
Task 1:
Provide Table Top Exercise Workshop design, facilitation and evaluation Plan and Agenda in consultation with representatives from CDC, UNICEF HQ and the UNICEF Regional Office in Bangkok
End Product/Deliverable 1:
Detailed Table Top Exercise Workshop design, facilitation and evaluation plan and agenda
Task 2:
Organize and manage team of facilitator from UNICEF EAPRO and US CDC, provide direct facilitation during the workshop preparation and sessions
End product/ Deliverable 2:
In-country mission for Table Top Exercise Workshop
Task 3:
Evaluation of the exercise, using a set of indicators, based on the TTX objectives, the focus will be to assess how well the written response mechanism address the proposed scenario as well as the understanding of those mechanisms by exercise participants
End product/Deliverable 3:
After-Action Report with Improvement Plan (AAR/IP) including evaluation report of the workshop
