Project Title: EVALUATION OF DURABLE SOLUTIONS FOR VULNERABLE POPULATION IN RAKHINE STATE

Evaluation Trigger: 2 years of CCCM, livelihoods, GBV and Protection programming in an environment with barriers in access to the humanitarian community, displacement and natural hazards has necessitated a structured review to assess activities and inform on future activities, with particular attention to protection integrated and protection stand-alone activities
Context and background
DRC’s overall program objective for Myanmar is the promotion and protection of durable solutions for vulnerable populations including conflict and disaster-affected people, IDPs and returnees based on humanitarian and protection principles and human rights. DRC has a proven record of working in partnership with other actors in Rakhine States, delivering high quality humanitarian assistance both in the context of the Rakhine crisis but also more broadly at a global level.
This project aims to support the achievement of durable solutions and develop a more comprehensive protection action to be implemented in Rakhine State to effectively address the remaining challenges that have been identified by DRC in the sectors of Camp Coordination and Camp Management (CCCM), Protection and Livelihoods.
Key results identified in the project:
- Camp based protection:** there is a need to further strengthen camp based protection through the facilitation of alternative, transparent mechanisms.
- Expanding the participatory approach of community action plans: this will allow DRC to reach more communities and enable them to identify and implement projects targeted to their protection needs.
- Building on existing success with women’s centres: Under previous phases DRC has built 5 number of women’s centres which have yielded concrete results such as providing a safe space and psychosocial support for women in 5 camps and referral for any identified protection or SGBV cases to the appropriate agency and services.
The evaluation will aim to obtain an independent review of the pertinence of the project design as well as the impact on the beneficiary population recipient of protection activities. The analysis is intended to be carried out from a lessons-learnt approach which will contribute to the creation of good practices for the design and implementation of future projects.
Objectives of the Evaluation
Assess the relevance of the protection material assistance in regards to the population needs
Look into Community-Based Protection processes and actions/constructions implemented as consequence of Community Action Plans
To provide recommendations for types of integrated programmes to be prioritized moving forward in the Rakhine context
PROPOSED METHODOLOGY:
The evaluation will have a qualitative approach. The evaluator will carry out interviews and focus group discussions with various community members that benefit or contribute to the project with a gender balanced approach.

The evaluation will focus on Outcome 2 - Protection concerns are addressed through Community-Based Protection process
The evaluation will particularly focus on:
Output 1: *Community Action Plans (CAPs) reflecting development, safety and protection priorities have been developed and supported in 22 communities, t*he evaluator will review the CAP in relation to safety and protection priorities. The impact of Output 1 should be read with Output 3.
Output 2: Individuals benefit from protection monitoring, case management and tailor-made assistance, the evaluator will review the consistency of the material assistance provided in relation to the needs.
Output 3: Community-based protection infrastructure, that will be identify by the communities themselves based on their common priorities, such as village streets, small scale bridges, pond fencing, solar power, between others

proposed details on the metodology
The proposed methods – to be verified with the evaluator(s) to be used are:
· Review of project documentation and existing data on in Rakhine State through secondary data
· Key informant interviews with community members in 5 locations
· Interview to Individual protection assistance beneficiaries (20 individuals)
· Focus group discussions with Protection staff in DRC Mrauk Office and with beneficiaries in 5 locations
· Analysis of findings and share the final report
Questions for KII and FGD will be proposed from the M&E and Protection team and it will be revised and adapted by the evaluator.
The evaluator will be supported by a translator provided by DRC.
Minimum qualifications for this position includes:
Master’s degree (or above) in international development, economics, public policy or related field or including formal training in research methods and program evaluation
Previous experience in program evaluation and research skills using both qualitative and quantitative data, including data analysis
Effective interpersonal and teamwork skills and the ability to work independently
- Attention to detail and flexibility
