Established in 1951, IOM is a Related Organization of the United Nations, and as the leading
UN agency in the field of migration, works closely with governmental, intergovernmental and
non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the overall supervision of the Senior Migration Health Programme Coordinator and the direct supervision of the Migration Health Officer and the over-all technical guidance from the Head MHPSS global Section at RO Brussels, the successful candidate will be responsible and accountable for monitoring of the all IOM MHPSS portfolio in Rakhine State, according to relevant International guidelines and standards. The MHPSS programme includes but not limited to capacity building for IOM staff and specialised trainings and supervisions, cultural and recreational activities, peer support groups for vulnerable people, individual and group psychosocial counseling, integration of mental health in primary health care system, referral for provision of specialized mental health services.
Objective of the Consultancy: Develop MHPSS programming and provide capacity building for IOM staff and specialised trainings and supervisions, cultural and recreational activities, peer support groups for vulnerable people, individual and group psychosocial counselling, integration of mental health in primary health care system, referral for provision of specialized mental health services.
Target: MHPSS Programming in Rakhine developed and IOM staff trained and other stakeholders

Core Functions / Responsibilities:
• Support the Migration Health Officer in identifying program development opportunities in Rakhine State and assist in project proposals development and identification of new donors and thematic areas of technical intervention.
• Assess existing needs, services, capacities and networks in the MHPSS domain in Rakhine
State
• Design a plan of holistic and comprehensive provision of MHPSS services, in Rakhine State, based on assessment findings, existing capacities, customized to local context. The plan will
include appropriate coordination and referral system with health actors providing psychiatric interventions, and strengthening focussed and community based interventions.
• Identify partners for the implementation of the activities, and sensitize them to the service
ToRs, modalities of referral and methodologies.
• Supervise the implementation of appropriate and relevant MHPSS services as per IOM MHPSS guidelines and approaches, as for pint c).
• Design trainings for IOM teams and other actors, and ensure IOM teams and trainees who participated in MHPSS trainings are receiving appropriate supervision.
• Trainings should contribute to build capacity of key factors such as PFA, MHPSS
mainstreaming, referral pathways and inclusion of PSS services in health activities.
• Technically support and mentor IOM team, including volunteers,
• Ensure IOM administrative procedures are always respected
• Support the Migration Health Officer in the accomplishment of comprehensive work-plans and provide timely daily, weekly and monthly reporting on IOM activities
• Undertake field assignments and assessments as needed
• Undertake any other duty that may be assigned
Deliverables:
• MHPSS program developed including targeted activities on MHPSS
• Training plan/curriculum and training report of IOM staff on MHPSS and stakeholders
• Action Plan for MHPSS programming in Buthidaung and Paukdaw
• Monthly progress report
• Proposal developed mainstreaming MHPSS in health activities
• Assessment report and recommendations
Required Qualifications and Experience:
Education
• Post-graduate studies in clinical psychology, counselling psychology, psychiatry or mental health and psychosocial support.
Experience
• At least 3 years of previous experiences in clinical psychological and psychotherapeutic interventions in emergencies.
• At least 3 years of previous experiences in providing services to displaced populations, migrants, refugees or conflict affected populations
