Mission context:

Lebanon is since many years a host country for the Palestinian and Syrian communities fleeing wars and looking for a safe place. According to UNRWA, 49% of the total Palestine refugee population in Lebanon is less than 25 years old and approximately 54% of Syrian refugees are children.

SIF works in implementation to ensure to refugees but also to host communities, touched by the different economic and social country difficult, a decent and sustainable life.

SIF also provides to more than 25 000 vulnerable people aids mainly focused on the food security via: an access at food items by tickets’ distribution that allowed purchasing goods ; the increase of the local agriculture permitting an empowerment and to ensure by this way an income to little owners and women, but also a livelihood for refugees and host communities ; support in education and protection systems in particular to refugees children via recreational, educative, psychosocial and integration activities.

SECOURS ISLAMIQUE FRANCE is recruiting a Program Coordinator (M/F) based in Beirut**. The Program Coordinator is in charge of the supervision of programs and the local staff related to the programs.**

He/she is:

  • Part of the Coordination Team

  • Coordinating the implementation of the SIF programs in the mission

  • Responsible for the quality of the programs

Mission/ Role :

· To contribute to the elaboration of the mission’s operational strategy: context analysis and its evolution, elaboration of problem trees and proposed solutions, needs assessment analysis, proposal of new actions, budgeting and HR dimensioning

· To ensure the conception of the projects: needs assessments, baseline survey, proposal of actions.

· To supervise the implementation of the projects: planning of activities, follow-up of the implementation, collect of sources of verifications.

· To define partnership modalities with the operational partners

· To ensuremanagement of the program team

· To manage the program budgets: regular monitoring of the expenditure states according to the allocated budgets and programmatic forecasts, validation of the expenditures he is responsible for.

· To represent SIF as part of the implementation of activities to operational partners and to the local and regional authorities

· To attend conferences, coordination meetings, clusters and donors meetings.

The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization.Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty temporary and exceptional.

The employee may be requested to perform other tasks in accordance with it job category, in case of need related to the functioning of the Association or to changes in its policy and it organization, and respecting the pattern of fixed-term contract.


How to apply:

Profile :

· Minimum 3 years of previous experience in humanitarian work

· Experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action.

· Knowledge and experience of project planning and budget holding; proposal and report writing.

· Solid skills regarding project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.)

· Leadership skills and a supportive management style (experience managing national and expatriate staff)

· Strong communication skills, with excellent written and spoken English (and desirably French and/or Arabic)

· Ability to understand the cultural and political environment and to work well with partners including local authorities.

· Experience of working within an insecure environment with responsibility for security planning, monitoring and management

· Confident and proficient in the use of MS Office, especially Word and Excel.

· An understanding of and commitment to SIF’s mission and values

Working conditions:

· Starting date : July 2018

· French fixed term contract : 5 months

· Remuneration according to profile

· Monthly perdiem

· Social and medical cover (SIF contributes to 60% of the insurance)

· Guesthouse
