Job Description

In response to the influx of Syrian refugees to Lebanon in mid-2012, IRC opened a country office and launched humanitarian assistance programming. IRC operates throughout Lebanon, with the main office in Beirut and field offices in Qobayat, Zahle, Tripoli, Tyre and Mount Lebanon. IRC's programs assist Syrian refugees and vulnerable Lebanese in host communities across multiple sectors: education, livelihoods, protection, women's protection and empowerment and child protection in close coordination with the Lebanese Government and broader Humanitarian Community.
Job Overview/Summary:
The IRC is a member of the Lebanon Protection Working Group and Core Group and the Protection Mainstreaming Taskforce Team[1] and works closely in partnership with UNHCR and other Protection actors and implementing agencies. The Protection Mainstreaming Coordinator will be responsible for liaising with members of the Protection Working Group as well as Non Protection Actors to develop and execute a Protection Mainstreaming work plan to contribute to improving the safety and dignity of all beneficiaries, including vulnerable and marginalized groups.
The Protection Mainstreaming Coordinator will have a strong technical understanding of Protection and Protection Mainstreaming and be able to take on and implement activities prioritized by relevant coordination bodies. (S)he will be an advocate for Protection & Protection Mainstreaming across prioritized sectors (e.g. Health, WASH, Shelter).
The Protection Mainstreaming Coordinator is responsible for four key objectives:
1 Awareness raising of and capacity building on protection mainstreaming and protection core concepts with a focus on Non-Protection Actors; 2 Support to conduct protection mainstreaming assessments to identify protection mainstreaming needs; based on the assessment findings, make recommendations to enhance protection mainstreaming in the relevant sectors; 3 Support the implementation of remedial/corrective actions identified through these assessments and monitor progress; 4 Adapt the global level protection mainstreaming checklist to the context of Lebanon to be disseminated across sector; 5 Support Advocacy efforts based on results of assessments
Major Responsibilities:
Awareness raising of and capacity building on protection mainstreaming and protection core concepts with a focus on Non-Protection Actors
In coordination with the Protection working group and other coordination bodies:
- Provide leadership in protection mainstreaming, both for IRC and participating agencies.
- Coordination of the Protection Mainstreaming activities and priorities in partnership with UNHCR as the Protection Working Group co-lead (Development of strategy/work plan, organization of meetings, liaison with all stakeholders, follow-up of members and task team activities, administrative tasks including taking minutes, sharing for comments, disseminating and filing final minutes);
- Maintain regular communication with, and provide regular updates to, Protection Working Group members and Protection Sector Coordinator to ensure approaches are in line with best practice and global learning;
- Develop and conduct awareness raising and capacity building sessions on protection mainstreaming and protection core concepts, primarily for Non-Protection Actors in the priority sectors
- Maintain regular communication with non-protection sectors prioritized for Protection Mainstreaming activities including attending Working Group meetings, performing field visits and other necessary tasks to best advise on mainstreaming strategies for the response;
- Be a Protection Mainstreaming and Safe Programming advocate
- Provide ongoing leadership, training, and guidance to staff (including refugee incentive staff) on safe programming to ensure programming meets best practice standards and prioritizes the needs of beneficiaries.
Support to conduct protection mainstreaming assessments to identify protection mainstreaming needs; based on the assessment findings, make recommendations to enhance protection mainstreaming in the relevant sectors
- Actively participate in the designing of safe programming assessments including conducting the assessments, data analysis, making recommendations to enhance protection mainstreaming in the relevant sectors, and report writing.
- Identify Mainstreaming focal points in targeted organizations and ensure buy in from Senior Management for Protection and non-protection actors to ensure 'ownership' for protection mainstreaming is shared amongst all sectors;
- Develop and execute MoUs or other relevant collaboration modalities for Protection Mainstreaming targeted partners and agencies;
Support the implementation of remedial/corrective actions identified through these assessments and monitor progress;
- Advise on relevant monitoring framework to capture results and measure progress on protection mainstreaming
- Ensure monitoring of progress is understood by partners and that relevant data is shared with other actors to ensure learning.
Adapt the global level protection mainstreaming checklist to the context of Lebanon to be disseminated across sector
- Develop and lead process for the adaptation and contextualization of the PM checklist for Lebanon; raise awareness and train actors on relevant changes
Support Advocacy efforts based on results of assessments
- Using monitoring data to advise Protection Working Group, Core Group or other relevant actors on trends that support safer and more dignified programming within the global refugee response.

Other Internal and/or external contacts:
Internal: (S)he will sit within the Coordination structure and work in close coordination with the IRC Protection teams, including WPE, Child Protection and general Protection teams.
External: As Coordinator of Protection Mainstreaming for the Protection Working Group, this position will coordinate all related tasks with the UNHCR PWG co-chair.
Job Requirements:
(1) Masters degree in Law, International Law, Human Rights, International Affairs, or related field
(2) Minimum of three years of professional experience in protection work at the field level; professional experience in Coordination a plus
(3) Desirable: Three years of overseas professional experience in program implementation including monitoring and evaluation
(4) Must be fluent in English (written & spoken). Arabic is an asset
(5) Previous working experience with UNHCR or OCHA is an asset
(6) Knowledge/experience of the coordination structures in large scale humanitarian operations is an important asset
(7) Strong understanding of protection principles and likely protection concerns
(8) Ability to work under pressure and manage competing priorities without daily supervision
(9) Strong interpersonal, intercultural and communication skills
(10) Demonstrated analytical skills and report writing experience required
(11) Willingness to travel internally in Lebanon 30-40%
SPECIFIC SECURITY SITUATION/HOUSING
The Protection Coordinator will be based in Beirut, Lebanon with travel throughout the country. The security situation in Lebanon continues to be stable. The candidate should be prepared to implement programming in remote and insecure environments. This is a non-accompanied position. The Coordinator will live in individual housing.
