IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context: IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM’s Community Stabilization project aims to provide both Rakhine and Muslim communities with better livelihood opportunities, to build stronger community resilience and to reduce the pressure on irregular migration.
Objective of the Consultancy: Adapt and implement a Community Dialogue Manual on trafficking, people smuggling and irregular migration to the Rakhine context. Produce Information Education Communication materials addressing migration related issues. To be a focal point on protection for IOM Rakhine. Support the project management of the Community Stabilisation projects.
Target: IOM Sittwe staff, Rakhine communities of various ethnicity IOM Project to which the Consultancy is contributing: Promoting Community Stabilisation in Northern Rakhine State, Myanmar, to Address Irregular Migration Core Functions / Responsibilities:
Under the overall supervision of the Chief of Mission (CoM) in Myanmar, the direct supervision of the Project Manager Community Stabilization and under technical supervision of IOM’s Migration Protection Unit, the successful candidate will:
a) Adapt a community dialogue manual to the Rakhine context and roll it out to communities
b) Adapt and/or develop and test Rakhine specific training materials to strengthen capacities of
government, community leaders, watch groups and other stakeholders;
c) Conduct trainings for community leaders, watch groups and other stakeholders to protect and
assist victims of trafficking and vulnerable migrants;
d) Consult with local governments, community leaders, community-based organizations, religious
leaders, and other stakeholders on the development of contextualized awareness-raising strategy
in Northern Rakhine State;
e) Identify community leaders, mobilise community facilitators (women, youth), and facilitate
community dialogues addressing the risk of irregular migration, safe migration and informed
decision-making in cooperation with local governments;
f) Design, produce and disseminate conflict-sensitive information materials on the risk associated
with irregular migration;
g) Manage and mentor four local CSO interns
h) Facilitate adequate and effective awareness-raising activities among target communities,
community leaders, community-based organizations and educational/vocational institutions;
i) Establish a community-based network building upon the community-based development activities
functioning as early warning system by monitoring, collecting and analysing the trends on
vulnerabilities and motivations leading to the irregular migration.
j) Advise support and train IOM staff, as necessary, on migrant and protection issues and support
the project as required.
k) Produce internal and external reports and briefing papers
l) Support the in the management of the community stabilisation projects.
- Tangible and measurable output of the work assignment.
a) A revised community development manual suitable for Rakhine context
b) A report on the implementation of the above manual in Rakhine communities
c) Produce at least three pieces of community awareness material addressing migration issues
d) Submit monthly reports on achievements, challenges, recommendations and plans
e) Provide to the Organization a final report on the consultancy assignment and its outcomes,
offering observations on the impact of the consultancy for the national/regional programme it is
supporting and any future assignments by the Organization. - Realistic delivery dates and details as to how the work must be delivered.
a) An updated community dialogue manual after the initial month of the contract.
b) Testing and final revision of the manual by end of the second month of the contract
c) Roll out the manual in communities by the end of the fourth month of the project
d) Community awareness material produced, tested and rolled out to communities by end of fifth
month of contract
e) Migration/protection films shown in communities starting the first month of contract.
f) Submission of final report on the consultancy by two months after the end of the consultancy Performance indicators for evaluation of results
a) Completion of deliverables in a timely manner.
b) Level of contribution to project implementation
c) Quality and relevancy of protection awareness materials and strategies
Required Qualifications and Experience:
Education
• Master’s degree in Humanitarian Affairs, Political Science, Law, Human Rights, Development Studies or
a related field from an accredited academic institution with two years of relevant professional experience;
or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in humanitarian affairs, emergency preparedness, protection, counter-trafficking, and human rights, with field experience in the field of protection;
• Working experience with an operational UN agency or a major international NGO in the field of protection and assistance of refugees/internally displaced people;
• Knowledge and good command in data collection (spreadsheet), data processing, information
management, and analysis would be an asset.
• Proven experience in conducting trainings at various levels
• Experience in working in Myanmar especially Rakhine StateLanguages
• Fluency in English is required.
• Ability in Burmese and/or Rakhine language an asset
