For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
MdM has been operating in Myanmar since 1994. Its main programmes deliver comprehensive Harm Reduction and HIV/AIDS prevention and care, focusing on the high risk groups of Drug Users (Kachin State), Sex Workers and Men having Sex with Men (Yangon area). In addition, MdM is implementing, in partnership with a local NGO a community-led Harm Reduction program in Kachin as well.
Currently, MdM is focusing on the following projects:
-A comprehensive Harm Reduction programme aiming at increasing access to HIV/VHC prevention and care services, in Yangon and Kachin. Care and treatment services primarily consist in the provision of HIV treatment, Hepatitis B vaccination, tuberculosis treatment as well as screening and treatment services for opportunistic infections. As part of its global strategy and advocacy priorities, MdM is also involved in Hepatitis C screening and support the national efforts to ensure access to appropriate care. MdM works closely with other national and international actors as well as community groups promoting a network of service providers for people requiring specific care.
-Since April 2016, an additional programme has started to complement the MdM Kachin Harm Reduction Strategy. The programme is a collaborative initiative from two partners, MdM and Metta Development Foundation who have decided to join their efforts, knowledge and skills to start a comprehensive intervention for PWID in Kachin. Whereas Metta will be implementing Harm Reduction activities in new sites and supporting MdM in local advocacy strategy, the MdM role will focus on development of capacity building material, training, mentoring and on the job training to Metta and other Harm Reduction Partners in Kachin.
TASKS AND RESPONSIBILITIES:
Under the direct supervision of the Desk officer based at Paris HQ, you are responsible for the overall management of the mission. You are also referring to a volunteer member of the organisation who is co-responsible of the mission strategy.
More specifically, your responsibilities are to:
-Update the country strategy document
-Be in charge of planning, implementation, monitoring and evaluation of country programs
-Ensure the compliance of all implemented activities and programs with MdM strategy, principles and guidelines
-Ensure good coordination between logistics, administrative and programme departments
-Manage and supervise the country coordination team
-Work in very close coordination with the deputy general coordinator who is in charge of the Quality Department and supervises the medical, M&E and grant departments
-Make sure that guidelines and procedures are in line with MdM France and are updated regularly
-Ensure that appropriate logistics procedures are maintained in accordance with MdM rules and/or donor guidelines
-Guarantee transparency of fund use and all programmatic expenditure
-Give approval for expenses, based on donor procedures and MdM internal guidelines
-Participate in the design and approval of new budget proposals for donors
-Represent MdM towards all relevant stakeholders
-Work in close coordination with the desk officer, the communication department and advocacy advisor in HQ to ensure consistent and relevant external communication
-Take part of meetings with authorities and donors
-Ensure the compliance of all implemented activities and programs with donor guidelines
-Be responsible for the overall safety and security teams, sites and assets
-Conduct regular analysis of the context and security conditions
-Ensure the implementation of security rules and procedures
-Be responsible for regular reporting on the mission activities implemented
-Supervise the drafting of donor reports
CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 12 months
Starting date : June 2018
3102 euros gross monthly salary on 13 months
Expatriation bonus (10% gross salary per month)

SKILLS AND EXPERIENCE NEEDED:
Master’s degree level
Public Health background or medical background is a plus
Coordination experience in development/humanitarian context
Extensive experience in project cycle management, M&E mechanisms
Experience in community development, local and civil society support and development
Experience in partnership development with local authorities
Past experience in and HIV/harm Reduction related interventions is an asset
Languages: English fluent
French is an asset
Ability to work under a minimum of supervision
Strong problem solving and organisational skills
Ability to organise and manage priorities
Listening and diplomacy skills
Capacity to work and to live in a multicultural environment
