CARE International in Lebanon has been actively programming since 2013 in response to the Syria crisis. Now entering the eighth year of the crisis, with over a million refugees still not having hope of returning home in the immediate future, Lebanon is suffering increased unemployment, poverty rates, declining access to social services amongst other challenges. CARE in Lebanon hopes to escalate targeted programs with local partners for host and refugee communities and grow its annual grant income by approximately US$10 million during 2019.

The Business Development Specialist will be responsible for identifying funding opportunities in line with CARE Lebanon’ programme priorities, writing successful grants in coordination with programme colleagues, scoping new partnerships, and strengthening capacity and systems to initiate and manage relations with donors, and capacities to manage all the stages of the project cycle.

The Specialist will be focussed on Lebanon, but will also at times be working with CARE Syria response and the region to develop quality interventions.

The Business Development Specialist is needed to support the achievement of programming targets and learning regarding the funding portfolio for Lebanon, whilst assisting the Country Office to develop a strong professional image among CARE donors and members so that additional grant funding is acquired to support Lebanon and the most vulnerable communities at this time.

This will be achieved through:

  • Actively seeking and maximizing opportunities for additional funding from a diversity of sources
  • Strengthening the capacity of CARE Lebanon’s programming team to build donor relations and to design, acquire and implement increased sustainable grant funding.
  • Empowering the programming teams to meet targets in a planned and strategic manner that ensures funds flow smoothly to implement the commitment of our Strategic Plan 2016-2020.

This position has no budget responsibility or direct line management of staff but will require effective staff coordination with Deputy Director Programs and Program Support, Project Managers and finance, and involve very strong capacity building activities.

Main Responsibilities

I.Donor Analysis

  • Review the Country Strategy and develop a Resource Mobilisation Strategy, in line with the Country Strategic Plan, and the Region.

  • Review and regularly update donor mapping between program priorities and donor (by sector and geography) and internal and external corporate opportunities.

  • Support CARE Lebanon to develop a comprehensive portfolio of suitable medium and large grants and a pipeline of future funding opportunities to maintain agreed future grant targets.

  • Liaison and work within CARE confederation to establish strong working relationships and relevant country donor strategies

II.Proposal Development

  • Oversee and coordinate the development, writing and packaging of successful grant proposals from concept through to award.

  • Package grant proposals to suit the requirements of different donors, including working with the Communications team to develop separate marketing collateral aimed at different audiences (CMPs, Institutional donors, Corporates etc)

  • Ensure that CARE’s values, principles and practices and commitment towards women and girls and relevant mainstreaming activities are considered and applied by all team members to achieve organisational outcomes.

  • Facilitate collaborative working between the Finance and Programme Teams

  • Ensure successful on-going donor relationship management and ‘ownership’ of relations with donor and corporate representatives locally.

  • Build successful, proactive relationships which align donors as well as corporate priorities with programme needs.

III.Capacity development

  • Conduct a Business Development and Grant Acquisition Capacity Development plan

  • In line with capacity building programmes of the CARE Lebanon office, deliver capacity development training for individuals and teams. This will include coaching and mentoring support staffs ability in;

o Ensuring alignment of County Office systems and processes with the Resource Mobilisation strategy and reporting systems, including ensuring timely end of quarter reporting of all new grants signed and current pipeline.

o Ensuring there is regular and effective liaison with all key internal stakeholders (e.g., Programme, Finance/Grants, & HR teams) to ensure there is a joined-up approach to the acquisition of grants.

o Ensuring grant submission achieves 100% of applicable full cost recovery.

o Identifying the systemic and structural issues that may impede grants growth and identifying and implementing mechanisms to overcome them.

  • Deliver using a ‘learning by doing’ methodology Donor Relationship Management training including how to effectively represent CARE and articulate our priorities, added value and opportunities for strategic collaboration.

IV.Networking and Communications

  • Represent where appropriate CARE with donors and in donor fora.

  • Participate in the senior management team (SMT) where appropriate to provide effective analysis and leadership on Business Development.

  • Systematically develop excellent working relationships with donors, corporate representatives and CMP counterparts. Particular attention should be given to building relations with strategic donors/partners in-country and include UN agencies, the World Bank and large Foundations.

V.Knowledge Management and Reporting

  • Support the development of a comprehensive tracking, evaluation, monitoring and reporting framework for external grants in close coordination with the MEAL and programme team.

  • Review and strengthen in-house systems for the process of exploring, analysing and accessing funding opportunities including;

o Setting up pipelines for project development

o Developing a knowledge bank of donor requirements and systems by donor

o Setting up a roster of suitable resources/consultants for proposal development as required

o Agreeing a robust, transparent go/no go system.

o Establishing and tracking indicators for improved accountability for grants growth

  • Ensure learning is shared within the organization and facilitate regular dialogue between programs and teams.

Specialist Profile

Knowledge & Experience

  • Degree in business administration, international relations or similar relevant to the position.
  • Demonstrable knowledge as a result of study, training and practical experience, of grant acquisition and donor relationship management.
  • Knowledge and proven track record of successful working relations with various donors, particularly multilateral agencies and large Trusts/Foundations, and in-depth understanding of their respective interests, priorities and requirements.
  • Knowledge of the Middle-East region and its funding environment.
  • Excellent knowledge and experience in delivering long term capacity building programmes with NGOs and local organisations.

  • Specific skills in donor-related communication: from opportunity identification, to concept note and full proposal writing.
  • Strong technical and computer-based skills related to development of budgets, log-frames and RBMs.

Location: Based in CARE Lebanon’s Country Office in Beirut with frequent field travel, extensive visits to donor representatives and if necessary, limited international travel to meet with donors and/or CARE National Offices.

Type of Role: This is a 6-month national or international contract with potential for extension depending on funds (if international please note this is not a family station for this appointment)

Reports to: Reports directly to CARE Lebanon’s Director of Programmes and Country Director.
