About the mission

SI has been in Myanmar since 2008. For the first three years SI worked in the Delta in response to the devastating Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH sectors. In January 2012 SI expanded to Kachin State to respond to an emergency situation created by the displacement of Kachin population affected by the arm conflicts. Since 2012 SI has also been responding to an emergency situation by covering basic wash needs of the population displaced by inter-communal tensions in Rakhine State.

About the job:

The support Logistician, under the supervision of the Logistics Manager, will ensure implementation and oversight of operational Logistics under his/her responsibility. He/She will coordinate the supply chain, focusing mainly on deliveries, storage, and dispatch of goods between Sittwe base/Yangon and the Camps. He/She will spend most of his/her time on the field with a special focus on Sittwe camps (70%) , 20% in PKT and 10% Sittwe base

He/She will ensure compliance with SI procedures and logistical tools in place for monitoring and tracking of deliveries

.

The main challenges of the position are:

· The volume of delivery to Sittwe camps from the base and from camp suppliers is huge and sometimes complicated due to blockage of access to camps by CMC which mostly result in moving materials from one camps to another camps without good traceability.

· Huge work overload for camp based Log staffs ( Log Supervisor and Log technician) as they involve in supply process in the camp in addition to routine logistics activities ( collecting quotations, receiving and inspection the items, arranging transportation and organizing the payment for camp based suppliers)

· In this OXSI consortium the number of camps increased from 4 to 9 camps which also result in more logistics support needs.

Responsibilities

· To accompany and reinforce the field logistics staffs in their respective position in order :

a. To coordinate the supply chain mainly focusing on delivery and storage to ensure efficient traceability of all deliveries to the camps.

b. To increase capacities and efficiency of operational logistics staffs

c. To ensure compliance with SI procedure and logistics monitoring tools in place

· To cope with the daily running in respect of the programs’ calendar

Your profile

Education: Bachelor degree in logistics management, Bioforce or equivalent.

Experience: Minimum of 1 years of international experience, preferably in emergency or humanitarian contexts; experience in complex ethnic and/or religious contexts preferred, sensitive environments (post-conflict, conflict), IDP/refugee camp experience is an added value.

ü Previous experience in similar position

ü Previous experience of project management in NGO / humanitarian fields mandatory

ü Previous experience with Solidarites International is a plus

ü Proven Experience in team management and in training, capacity building.

Technical skills and knowledge: Knowledge in operational logistics, skills in supply chain, delivery and distribution, stocks and human resources.

Software to manage: Microsoft Office.

Transferable skills: Diplomacy, tact and sensitivity in dealing with ethnic division in tense environments, good social skills to work as part of a large team and live in shared accommodation, very good organization skills and tasks prioritization.

Languages: Good level of English essential

Other desirable qualities: Myanmar, or at least South-east Asia, experience preferred.

[Living conditions : ]

Sittwe is the capital of the Rakhine State.

From Yangon, it takes 1 hour by flight to get to Sittwe. There is constant flight all the week between Sittwe and Yangon.

Sittwe is a town located on the Bay of Bengal. The environment is quite conservative and basic, but social life remains possible, with some good restaurants and bars. Walking in the street is usual practice.

The office and expat guesthouses are situated in Sittwe town.

The guesthouses are equipped with basic furniture (beds, tables, cupboards…) and mosquito nets, bed linen, towels and fans.

The guesthouses are comfortable (, with a large common area, private bathrooms in almost all the rooms, AC in rooms, TV, etc…) and a proper kitchen area. The office is situated 5 minutes from the guesthouse by car. Expatriates can also move independently in bicycles or by foot.

We offer

SI will offer you:

A salaried post: according to experience from 1700 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly Per Diem of 500 USD

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
