Project: PHASE IN Project

Location of assignment: Yangon and Central Rakhine State, Rakhine State

Duration of assignment: Estimated 6 to 8 weeks

Background

The project entitled “Poverty and Hunger Alleviation through Support, Empowerment and Increased Networking (PHASE IN)” aims at contributing to the reduction of poverty and hunger in Central Rakhine by enhancing livelihoods, food and nutrition security for targeted communities.

The projects expected results are:

Overall objective: To contribute to food- and nutrition-secure households and resilient communities in Myanmar.

Result 1: To improve climate resilient food and nutrition security of rural households

• Output 1: Increased productivity from nutrition-sensitive and climate-appropriate agriculture (on-farm) for 4,185 HHs;

• Output 2: Safer, stronger and more resilient households, with a focus on the first 1,000 days of life for 8,100 HHs;

• Output 3: Greater number/diversity of income streams and increased savings (off-farm) for 3,205 HHs;

Result 2: To increase inclusive community planning and decision-making, and shared resource management

• Output 4: Safer, stronger and more resilient communities, with a focus on resilience to natural disasters & sustainable management of shared resources for 6,888 villagers; and,

• Output 5: 3,402 individual women, men and youth are empowered to participate in local development.

This project is funded by the European Union (EU) and commenced in April 2017[1] and will end in June 2021. The project implemented by a consortium of two NGOs, namely Danish Refugee Council (DRC) [acting as lead partner] and Action Contre la Faim (ACF) implementing the project in Kyauktaw, Minbya, Mrauk U and Sittwe Townships, Rakhine State, Myanmar. In Sittwe and Minbya Townships ACF targets approximately 54 villages in Central Rakhine, with a total target population of around 16,200 people. The intervention specifically targets highly nutritionally vulnerable households including female-headed households. DRC targets 60 villages in Kyauktaw and Mrauk U Townships, with a total population of 9,658. The action will benefit 25,858 households in both camps and villages.

The partners in the consortium are seeking consultant(s) to conduct a baseline assessment for the project with the objective to enable the consortium to assess the situation and confirm or revise benchmark indicators to inform the monitoring and evaluation plan by forming a platform to measure progress. More specifically, the baseline assessment is expected to enable logical and strategic project design, accurate targeting, and the ability to quantifiably measure and attribute impact.

The specific activities that have so far been identified for the consultant would focus on the following:

Key activities

· Confirm methodology, sample frame, sample size and sampling approach with the consortium, ensuring geographical, ethnic and gender balance;

· Develop quantitative questionnaire to ensure technically sound data collection with high reliability and validity to meets the needs set out in the logical framework;

· Develop technically sound qualitative data collection tools in order to provide sufficient in-depth understanding of the local context around the given performance indicators;

· Ensure accurate and reliable translation of data collections tools, including professional back translation;

· Select and provide capacity building to enumerators to collect quantitative survey data from sampled communities;

· Supervise quantitative data collection to ensure that agreed sampling approach has been executed and incoming data is of high standards;

· Work with national/local staff to identify best sampling approach for qualitative data collection and to collect qualitative data;

· After data collection supervise data entry process and conduct data quality assessments and clean-up;

· Analyse the data and write up and present draft and final narrative and tabulation reports.

· Present and handover to the Consortium all data collected and cleaned –up and tools developed.

Outputs

· Detailed Methodology and Workplan

· Final quantitative data collection questionnaire (both English and Myanmar);

· Final qualitative data collection tools (both English and Myanmar);

· Clear implementation plan outlining sampling strategies and milestones;

· Draft narrative report;

· Final narrative report;

· Tabulation report;

· Final cleaned-up data set in SPSS and in MS Excel;

· Final qualitative data set;

· Program logframe with updated baseline values.

Indicative Schedule and Dates

The timing of the consultancy will be negotiated with the successful applicant; however it is expected to commence in August 2018 (subject to Travel Authorisation from Government) and be completed by early October 2018.

Selection criteria

Qualified candidates are expected to send their applications to DRC in Myanmar including:

1.Technical proposal outlining:

· Firm general reliability, experience and capacity in the specific field

· Approach & Workplan

· PART A - implementation of the study

• Sampling

• approach to village, HH and respondent selection and Interviewing (FGD, KII, etc)

• selection and training program for enumerators

• schedule of village visits

• logistics, management and supervision plan

· PART B - data analysis and reporting strategy (including suggested statistical tests)

3.Detailed budget following the structure of the technical proposal

4.One writing example of previous work not longer than 5 pages

Please note that international applicants must have a national counterpart and have contingency plans for remote working throughout the period if necessary as Travel Authorisation may require time to be approved. Please make sure this is clearly outlined in the proposed budget.

DRC Myanmar will cover the costs of visas (if required) and apply for Travel Authorisation. ALL other costs (and assumptions) should be factored into the detailed budget.
