Background
Aligned with the Young People’s Agenda, and as part of its Advocacy and Communication strategy 2018-22, UNICEF Myanmar seeks to bring the missing voices of adolescents and young people to the table, so that they are routinely contributing to Myanmar’s policy making process. U-Report - an innovative social messaging tool allowing adolescents and young people from communities across Myanmar, to speak out and respond to polls on issues that matter to them – has been set up as a key mechanism to achieve this goal. The platform provides decision makers with a forum to listen to many voices across the country, giving them a unique insight into the challenges that affect young people in Myanmar.
UNICEF has received funding through the Peace Building Fund, to enable young people to act as agents of change and contribute to building peace in Myanmar - using U-Report to gather young people’s views on peace and social and feeding these views to policy makers. This sub-project aims to:
Recruit U Reporters from Rakhine, Kachin and northern Shan – including the most vulnerable and those living in IDP camps
Using the U Report platform, ascertain the views and experiences of young people on peace and security, ensuring that those most affected by conflict participate
Develop communication products to capture the results of the U report polls in peace and security and the views of adolescents and youth in Rakhine, Kachin and northern Shan
Help feed the results of the poll questions on peace and security to decision makers and key influencers in Myanmar
UNICEF seeks to engage a National Youth Engagement Assistant, aged 18 to 25 years, to support the implementation of this sub-project for an 11-month period. The participation of young people in co-creation of solutions, engagement and governance is one of the main strands to accelerate progress and deliver the results that UNICEF Myanmar aims for.
Objectives of the Consultancy
In close collaboration with the U-Report Youth Content Group and UNICEF Program Sections, and under the supervision of the Communication Officer, the national assistant will:
Assignment Tasks and Expected Deliverables
Task 1:
Recruitment of U Reporters from Kachin and Northern Shan; a). Identify potential recruitment opportunities in Rakhine, Kachin and northern Shan b). Map adolescent and youth groups in Rakhine, Kachin and northern Shan who could act as partners c). Support CFOs in organizing events to recruit adolescents and youth from the most vulnerable groups in Kachin and northern Shan d). Support of the organization of focus group discussions Kachin and northern Shan IDP camps-to ascertain the key issues preventing young people for joining U report e). Monitor the number of U-Reporters recruited by Field Offices in July and August and feedback to the Communication Officer

List of contacts of adolescent and youth groups in Kachin and northern Shan produced
Recruitment events in Kachin and northern Shan supported

Task 2:
Social media; a). Develop a weekly content plan for the U Report Facebook account (content to be generated by the U Report Continent group), b). Upload Facebook content and schedule daily posts
End product/ Deliverable 2:
Weekly content plan for the U Report Facebook developed, Daily Facebook posts scheduled
Task 3:
U Reporter Polls; a). Develop the flows for U Report weekly polls using the Rapid-pro software b). Publish the weekly poll results on the U Report Website c). Provide a summary of the results of the weekly polls, in a table form, and/or using infographics and distribute to relevant progarmme chiefs
End product/Deliverable 3:
Weekly flows for U Report polls entered into Rapid-pro
Weekly polls published on the U Report Website
Summary of weekly poll results distributed to relevant programme chiefs
4 polls on peace and social cohesion produced, with infographics of the results group and infographics to communicate the results (working with the APC designer)
Task 4:
Partnerships a). Scan for potential partnerships between U Report and organizations involved in peace building and youth b). Develop a list of key contacts for peace building and youth

List of key contacts for peace building and youth organizations in Myanmar
Task 5:
Communication products; a). Support the logistics and organization of the photo-doc training to be held in Kachin or northern Shan (to produce documentaries on the lives of adolescents in IDP camps b). Produce an inventory of U-Report visibility materials

Logistics for Photo-doc training in Kachin or northern Shan supported, Inventory of U-Report visibility materials produced
