Lebanon: Consortium Manager, Lebanon Protection Consortium

Background and Role Summary:

NRC is the lead agency for an ECHO funded protection-focused programme, delivered by a consortium comprising Gruppo Volontariato Civile (GVC) and Action Contre la Faim (ACF). The challenge for humanitarian actors is to improve the overall accountability and effectiveness of aid; ensuring that programming outside of multi-purpose cash assistance is community-driven, where appropriate, and based on vulnerability analysis, prioritisation of needs and appropriate and timely response. The overall framework of the programme revolves around three inter-related and complementary outcomes to address this challenge: 1. generating the required data appropriate to inform the response and the advocacy; 2. the provision of a targeted and adequate response with clear protection outcomes; and 3. evidence-based programme advocacy with a focus on the coercive environment and ensuring effectiveness of aid.

The Consortium Manager heads up the consortium management unit - the secretariat servicing the consortium; and reports to the Board of the Consortium and the Head of Consortia Programmes. This senior management position is responsible for the strategic management and direction of the programme, and the overall management and implementation of the project, including project implementation in terms of coordinating delivery and the inputs from consortium members. Key responsibilities include coordination among partners delivery of high quality programming; developing common Standard Operating Procedures (SoPs) and tools; and forging strong relationships with and between consortium members, ECHO, the United Nations, sectorial working groups, Government bodies and other I/NGOs, and any other relevant stakeholder. The CoP will lead on developing and maintaining the consortium’s relationship with donors, as well as ensuring compliance with donor contractual requirements, and NRC and/or Consortium internal procedures.

This position will be hosted by the lead agency, NRC, which has been working Lebanon since 2006. Although hosted by NRC, including in terms of organisational procedures such as logistics, finance and security, there will be a degree of separation and independence of the Consortium Manager and consortium management unit, as NRC is also implementing within the consortium.

Generic Responsibilities:

  1. Ensure delivery of the project’s objectives and accountability to consortium partners and the donor.
  2. Develop and improve the consortium project to respond to the needs of refugees.
  3. Lead the coordination between consortium partners on a day-to-day basis as well as convene and provide reporting to Steering Committee and Consortium Board.
  4. Recruit, hire, and manage consortium-specific staff, consultants, and sub-contractors as needed to carry out activities.
  5. Represent consortium with in-country donors, Government Ministries, I/NGOs; and build relationships and actively participate in the coordination of response.
  6. Develop a multi-year funding strategy, programme forecasts and identify funding opportunities, taking particular account of changing donor priorities as the crisis becomes more protracted.
  7. Develop project proposals in collaboration with relevant consortium member staff and coordinate input for reporting to donors.
  8. Ensure full compliance in relation to grant management and project cycle management processes.
  9. Ensure quality control of donor applications and reports, for content and timeliness.
  10. Ensure that all grant files are up to date and that copies are kept in the field and sent to relevant parties in a timely manner.
  11. Oversee and be responsible of mainstreaming protection guidelines in the consortium’s related activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.

Specific Responsibilities:

  1. Oversee the multi-INGO consortium, including the strategic development of the consortium beyond the initial phase.
  2. Oversee the overall programmatic and financial performance of the consortium, including project planning and budget follow-up;.
  3. Work closely with the Consortium’s Board consisting of consortium members to ensure that each member delivers their parts of the project.
  4. Incorporate technical inputs from the Consortium’s Technical Working Group to maintain a high level of project quality.
  5. Develop Ways of Working and Standard Operating Procedures, further integrating the operational delivery of the consortium on a sectoral and inter-agency level.
  6. Engage with related policy and advocacy work to advance the objectives of the consortium.**Position Requirement:**

  7. Minimum 5 years of senior project management position with responsibility for programming in a humanitarian/protracted crisis or development context

  8. Experience from working in complex and volatile contexts

  9. Experience in organizational representation at national or international levels

  10. Fluency in English, both written and verbal

  11. Knowledge or experience of working in consortia, partnerships or equivalent structures

  12. Expertise in Emergency Response, Protection, and data analysis is an advantage

  13. Experience of working with ECHO funding mechanisms is a plus

  14. Knowledge of the context in Lebanon

  15. Experience in advocacy and communications is a plus
