DRC has provided humanitarian assistance to the most vulnerable in need in Myanmar since 2009. The organisation is currently engaged in humanitarian response in Rakhine, Kachin, Northern Shan and Kayah States. In Rakhine, activities are targeting local vulnerable populations, as well as the around 140,000 internally displaced persons (IDPs) that had to flee waves of violence in 2012. This response involves a multi-sectoral approach which consists of Shelter and community infrastructure, Water, Sanitation & Hygiene Promotion (WASH), Non-Food Items (NFIs), Livelihoods, and Protection Assistance (including GBV and Child Protection), to IDPs and conflict-affected populations. DRC has a Rakhine main office in Sittwe, with sub-bases in Mrauk’Oo and Maungdaw townships.
To develop and consolidate DRC’s Protection activities in Rakhine, DRC is looking for a very capable and experienced:
Logistics and Procurement Coordinator
Duty Station: Sittwe, Rakhine State (with frequent travel to Mrauk’Oo and Maungdaw sub-bases)
Reports to: Area Manager
DRC is looking for a qualified Logistics and Procurement Coordinator to support the overall direction and management of the logistics, procurement and IT functions in DRC Myanmar, for its Rakhine Operation covering 3 bases in Sittwe, Mrauk U and Maung Daw. He/she will play a key role in developing and implementing country specific Logistics strategies in Rakhine as well as devising, implementing and improving logistics and procurement systems and processes in support of DRC’s mission in Myanmar, in compliance with the organisation’s operational standards and procedures. Key focus areas for this role include: ensuring robust and accountable warehousing systems that meet programme requirements; ensuring safe and efficient management of the fleet; oversight of a service driven IT function; management and disposal of assets in line with donor policies; improving the efficiency of procurement procedures; facility and security management, ensuring full donor compliance in all logistics and procurement procedures, maintaining links and coordination with other INGO and UN logistics teams in Rakhine, providing security analysis and advice to the Area Manager, ensuring safety and security plans and SOPs are updated, and adhered to by all teams (with support and approval from the Security Advisor and Area Manager), and delivering on the logistical aspects of DRC’s emergency response activities.
Specific duties will include, but not be limited to:
· Lead the Logistics and Procurement functions for DRC Myanmar Rakhine Operation ensuring services meet programme needs and activities are carried out in line with the Operations Handbook and donor regulations;
· Support the implementation of procurement, warehousing, fleet management, asset management and IT functions and processes, and ensure compliance with donor regulations;
· Work with programme teams to develop supply chain strategies that meet on-going programme and emergency preparedness and response needs;
· Provide inputs to proposal and budget development, to ensure logistics and procurement considerations are taken into account. Foster improved communication between programme and support teams to enhance planning and grant management, work with programme teams to develop procurement plans;
· Support the programme departments with training on logistics and procurement planning and processes. Advise on and promote understanding and application of DRC policies, procedures and principles;
· Oversee logistics and procurement tracking and reporting, monitor performance against KPIs, and ensure timely implementation of audit recommendations;
· Ensure reporting to senior management and organizational leadership as required;
Ensure full donor compliance in all logistics and procurement procedures
· Support the increased digitalisation of DRC to improve efficiency, in particular support roll out of the ERP system for DRC Myanmar;
· Liaise with external stakeholders including Logistics Sector, other NGOs and partners, to ensure up to date market and operational constraints information is received and acted upon; Maintain strong links and coordination with senior logistics staff of other NGOs and UN agencies in Rakhine to compare prices and suppliers, share experience, etc.;
· Have overall responsibility for the management of the logistics and procurement staff, providing on-the-job training, capacity building, mentoring and coaching. Undertake ongoing supervision and regular performance evaluations;
· Identify staffing and/or skills gaps and see that these gaps/needs are filled, through recruitment and staff development as appropriate;
. Responsible for facilities management of the Rakhine operation’s offices, guest houses and generators in all three (3)Townships;
. Act as the Security Focal Point, supporting the Programme Manager with security concerns in Rakhine State covering three (3) bases in Sittwe, Mrauk U and Maung Daw; , ensure safety and security plans and SOPs are updated, and adhered to by all teams (with support and approval from the Security Advisor and Area Manager)
· Oversee the observance of the DRC Code of Conduct within the Logistics and Procurement Department, and ensure that staff fully understand what corruption is and are trained regularly on the Code of Conduct and anti-corruption measures;
· Any other duties as agreed with the line manager.
Qualifications and minimum requirements:
5 years INGO or other international agency experience in logistics, including demonstrated ability to set up operational systems in a new field base and experience of delivery of both emergency response and development programming.
· Knowledge of procurement procedures and principles, as well as familiarity with major donor rules and regulations.
· Solid experience in staff management in a cross-cultural environment, and experience with capacity building, workshop facilitation and training of staff.
· Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels.
· Strong analytical and conceptual skills, excellent communication skills, calm and a good sense of humour.
· Proven ability to manage large varied workloads and deal constructively with stress and periods with long hours, as well as ability to prioritise tasks, meet deadlines and work with limited supervision.
· Proficiency in common computer packages i.e. Word, Excel, Powerpoint etc
- Experience in security management, and development of security SOPs and security management plans.
· Fluent in writing and speaking English.
- Prior experience working in Asia region is a distinct advantage
We offer
DRC will offer the successful applicant a contract for 18 months. The contract will be renewable dependent on funding and performance. Envisaged start date is 1st October 2018.

Sittwe is a non-family duty station and is eligible for a location adjustment to salary and R&R according to DRC terms of employment level C.
