ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

GENERAL OBJECTIVES

  • Implement the structure, resources and tools of the MEAL Unit, mission wide;
  • Coordinate and Supervise the MEAL Unit teams in the Bases;
  • Design methodology for multi-sector assessments, monitoring and evaluation of ACF Sectors of intervention, providing sector guidance and capitalizing the lessons learnt;
  • Liaise, coordinate and share with other agencies and ongoing assessments country-wide;
  • Support the design of project monitoring tools streamlining resources;
  • Support the roll out of ACF accountability framework and enlarged feedback mechanisms;
  • Support the mission in conducting programmatic audits and capitalising on ongoing activities

SPECIFIC OBJECTIVES

  1. Design the concept and ToRs of the MEAL Unit and implement its structure and tools
  2. Define, along with the DCD, the ToRs of the MEAL Unit, with clear objectives;
  3. Create/Adapt the assessment, monitoring and evaluation tools to be used by the unit, as (but not limited to): KAP surveys, Baseline Studies, impact assessments, market assessments, focus group discussions;
  4. Coordinate ACF’s MEAL Units in the Bases
  5. Define the monthly planning of the MEAL team in coordination with DCD, HoBs and HoPs, and the field activities to be conducted
  6. Train the team on data gathering, monitoring tools and interview techniques
  7. Design methodology for multi-sector assessments, providing sector guidance and capitalizing the lessons learnt
  8. Design the methodology for a comprehensive multi-sector assessments;
  9. Guide the Technical Coordinators in the design of sector assessments and program monitoring and evaluations
  10. Liaise, coordinate and share with other agencies and ongoing assessments country-wide
  11. Participate in Technical Working group meetings: IMWG, AWG and JAU
  12. Ensure coordination of efforts with other agencies, and information sharing
  13. Participate in joint-assessments country-wide in the organizations’ interest
  14. Participate to meetings with external humanitarian agencies
  15. Ensure the Roll out of the ACF Lebanon Feedback Mechanism and support the establishment of the Accountability framework for the mission
  16. Support the DCD on the definition of the accountability framework, taking in consideration transparent communication with all organization stakeholders;
  17. Roll out the Feedback Mechanism for the mission in line with the guidelines and protocols that have been developed
  18. Oversee the work of the FBM Officer and review any feedback / complaints received by the mission ensuring appropriate follow up
  19. Prepare quarterly and annual reports for submission to the Country Director and HQ Ethics committee
  20. Lead the establishment of the ACF Lebanon Ethics committee and ensure regular bimonthly meetings
  21. Conduct programmatic audits and support the mission in capitalising on its lessons learned
  22. Conduct programmatic audits as requested by the CD and DCD
  23. Capitalise on the lessons learned by different activities conducted by the MEAL Unit and ACF Lebanon mission (including but not restricted to Validation, Feedback Mechanism, and completed projects)
  24. Liaising with Finance, Logistics and Security
  25. Coordinate with the finance and logistics departments regarding the Unit needs, and plan of field operations
  26. Follow up and comply with the security plan and rules of the mission

PROFILE

  • University degree on a field related (WASH, FSL and CBI).
  • Extensive experience on project cycle management, research, data gathering and management, quantitative/qualitative analysis and English reporting.
  • Experience on humanitarian needs assessments would be an asset
  • At least 2 years of experience within humanitarian organisations, in project cycle management and in M&E Positions or tasks
  • Good capacity of analysis. Competences in training
  • Muslim context and the sensitiveness of the topics, females are especially encouraged to apply
  • English (and proficient on written English). Arabic would be an asset
  • Able to work under Windows OS. Proficiency on the basic office tools (at least Word and Excel)

REMUNERATIVE PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Duration: 6 months
  • Salary: from 1.700€ to 2.200€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain).
  • ACF- Spain remuneration system allows a salary progression based on the annual development appraisal.
  • Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by ACF-E)
  • House and maintenance covered by the organization (including per diem): package estimated according to the destination.
  • Travel costs to and from the mission.
  • 25 working days of paid leave per year.
  • Break: additional rest period, including travel cost to a reference area and economic help of 215€.
  • Health, repatriation, travel and life insurance covered by the organization.
  • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain).
