Background:
Fighting broke out in Kachin State in June 2011 leading to the displacement of an estimated 100,000 people. Of the total estimated 100,000 IDP caseload, the Shelter/CCCM/NFI Cluster estimates 80,000 are sheltered in over 150 IDP camps scattered across Kachin and Northern Shan States, with approximately 40 per cent of the IDPs are in Government controlled areas (GCA) and 60 per cent in non-Government controlled areas (NGCA). In Kachin State, the Cluster works primarily with four NGOs and faith-based organisations who are designated as “camp focal points” for some 130+ IDP camps. Given that these four national NGOs cover so many camps, the Cluster requested IOM’s support to strengthen their capacity to raise camp management standards across a wide area of Government-Controlled Areas (GCAs) and Non-Government Controlled Areas (NGCAs).

Context:
Under the overall supervision of the Regional Director for Asia and the Pacific and the direct supervision of the Chief of Mission (CoM) in Myanmar, and with the technical guidance of the relevant Programme Managers, and Resources Management Officer, the candidate will be responsible for the overall management of the Myitkyina sub-office, as well as implementing existing CCCM and Protection activities in Kachin and Northern Shan States.
Core Functions / Responsibilities:
Under the guidance of Chief of Mission develop and maintain regular and constructive liaison and communication with the State Government, Township and Village authorities.
To oversee day to day management of the Myitkyina office in Kachin State, ensuring IOM Rules and Regulations are followed, with a view to facilitating and coordinating the implementation of on-going and new activities.
To plan and implement measures to ensure staff safety and security in line with relevant policies and guidance of IOM and UNDSS, working closely with Yangon office and Security Focal Point.
Monitor the project budget and propose corrective measures in coordination with the Mission’s Resource Management Officer and the CoM.
Advice to the Cluster on CCCM policies and provide strategic directions into CCCM operations.
Planning, developing and monitoring the effective implementation of IOM’s CCCM operation, and ensure that IOM's CCCM project implementation are in line with CCCM cluster policies and strategies.
Develop the allocation of human and financial resources of IOM's CCCM and protection programs and supervise project staff.
Coordinate with other IOM Myanmar Programme Units in mainstreaming safe migration, counter-trafficking (CT), and gender based violence (GBV) within existing CCCM activities.
Support the Information Management Officer to coordinate the Displacement Tracking Matrix (DTM) activities.
Represent IOM in the Protection and CCCM Cluster meetings and related forums in Kachin and Northern Shan States.
Support the Cluster’s engagement on contingency planning, and if necessary the operational side of resettlement activities, whilst supporting the coordinated approach to durable solutions for Internally Displaced Persons (IDPs).
Develop new programming, and engage affected community, local government, and other humanitarian and development actors to define and pilot durable solutions for displaced populations.
Undertake duty travel as required.
Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
- Master’s degree in Political or Social Science, Business Administration, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in the field of operational and field experience in refugee and migration related issues, including CCCM, protection, project development and project implementation and evaluation;
- Experience in liaising with governmental authorities, other national/international institutions and NGOs, as well as experience in the region, is an asset;
- Good knowledge of UN, IOM and NGO mandates and programmes in the humanitarian responses, IDPs, post conflict construction and development;
- Familiarity with financial management and good level of computer literacy.
Languages
Fluency in English is required. Working knowledge of Myanmar language (Burmese) is an advantage.
