Time frame: The project is expected to require 6 months of full-time work, divided into shorter missions of 4-10 weeks. Exact working periods will be decided in dialogue with Swedish Red Cross Regional Representative, but contract period will not extend beyond December 31st 2016.

Background

The Syrian crisis started more than four years ago, and the number of Syrian refugees in Lebanon is still increasing. UNHCR latest data from March 2015 estimates that 1,192,280 Syrians refugees live in Lebanon. A quarter of the population is constituted by Syrians escaping the war in their country.

Swedish Red Cross is (SRC) supporting the Lebanese Red Cross (LRC) Disaster Management Unit (DMU) interventions in relation to Syria Crisis under a partner framework (MoU) with French Red Cross (FRC), The support is framed by the Lebanese Red Cross Strategy in the country. This strategy aims to respond to the main gaps identified by the LRC in terms of humanitarian assistance:

  • Hygiene promotion and community approach.
  • Water (existing system, treatment, containers, management, and maintenance).
  • Sanitation (latrines, site improvement, waste management).

Security and HR management will be under the responsibility of the SRC Regional Representative.

Job summary

Based in Beirut with frequent field movements under the direct responsibility of the Swedish Red Cross (SRC) Regional Representative and with functional links to the Lebanese Red Cross (LRC), the French Red Cross (FRC), the Solid Waste Management Delegate will be asked to:

Take lead in an inclusive dialogue aimed at setting up and defining the strategy for a Solid Waste Management approach in the LRC Disaster Management Unit in accordance with the context evolution and the needs identified at targeted branch levels. The approach will include, but not be limited to:

  • Waste separation practices and establish collection points
  • Analyze for incinerator options (SRC plastic and paper incinerator)
  • Investigate and establish links to private sector waste recycling opportunities.
  • Trial for innovation and testing for alternative options

Key duties and responsibilities

Specific tasks include but are not limited to:

  • Design, trial and expand on innovative options for solid waste management including waste separation, seek recycling opportunities, testing of incinerator alternatives.
  • Develop a plan for technical capacity building of LRC WASH team at the branch level, based on a mix of techniques.
  • Be responsible for advising, assessing, planning, implementing and reporting on Solid Waste Management activities with the LRC WASH team in collaboration with the team leader and the local DMC and under the supervision of the LRC WASH PM.
  • Assist the Team Leader and the local DMC to establish MoU for partnership on collection and recycling with public/private sector
  • Assist the DMU WASH team to create channels for dialogue between the Solid Waste Management response and the affected population, to ensure appropriate technical interventions
  • Support the Team Leader and the local DMC to prepare internal and external reporting

Desired profile

Qualifications:

  • Minimum 2 years working experience in Solid Waste Management and project management
  • Relevant higher education in Solid Waste Management or Environmental Engineering)
  • Strong experience and knowledge in program management cycle (planning, implementation, monitoring, evaluation and reporting)
  • Previous experience in capacity building with a national NGO
  • Experience in community mobilization
  • Experience in developing hygiene campaigns
  • Experience from humanitarian work
  • Very good knowledge of English written and spoken
  • Knowledge of Arabic and/or French and/or Swedish is an asset

  • Constructive, flexible and solution focused
  • Must be able to handle high workloads and stressful circumstances
  • Must be able to live and work under demanding physical and mental conditions
