Medical Coordinator (M/F) for Myanmar (based in Yangon). This position is open to Myanmar nationals only.
Médecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.
MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive Harm Reduction and HIV/AIDS VHC prevention and care, focusing on the high risk groups of Drug Users (Kachin State), Female Sex Workers and Men having Sex with Men (Yangon area). In addition, MdM is implementing, in partnership with the Ministry of Health, a Mother and Child Health programme in the Irrawaddy Delta.
THE MISSION
MdM has been operating in Myanmar since 1994. Currently, MdM is focusing on the following projects in the country:
A comprehensive Harm Reduction programme aiming at increasing access to HIV/VHC prevention and care services, in Yangon and Kachin, targeting most-at-risk groups (sex workers, men having sex with men, drug users). The project is implemented with a comprehensive approach, including a wide range of activities for prevention (drop-in centres, outreach activities including harm reduction, methadone substitution therapy) and care (STI diagnosis and treatment, HIV diagnosis and treatment, including ARV). In Kachin, the project is implemented in 3 main sites (Myitkyina, Moegaung, Hopin) and 2 sub-sites (Dum Gan, Namti). Activities include health education in outreach, needles and syringe exchange programme, methadone substitution programme, counselling and HIV testing, and medical care for PLHIV (STI, OI, TB and ARV). In Yangon, the project is implemented in one main site, with broad outreach activities. Current and future strategy focuses on supporting local civil society and health system in scaling up and provision of health services; the programme is funded by Global Fund;
In the aftermath of Cyclone Nargis (May 2008), MdM implemented an emergency medical project in Pyapon, which entered in January 2009 a post–emergency phase, with the launch of a project aiming at strengthening community health systems. As of January 2013, the project’s focus has shifted towards technical support to local health authorities in implementing comprehensive Maternal and Child Health Programme under 3MDG funding. Key activities includes capacity building of public health staff; support to public health facilities in planning and budgeting; management of health services delivery including through community based volunteer interventions as well as monitoring of health information systems. There are over 300 collaborators in the mission.
The Medical Coordinator supervises technically all medical activities at a national level, in Yangon Region, Kachin State and in Pyapon Township (Ayeyarwaddy region).
TASKS AND RESPONSABILITIES:
I.Hierarchical & Functional links
The post holder will perform her / his tasks and responsibilities under the supervision of the Deputy General Coordinator. S/he directly line manages a Laboratory Supervisor and Medical/technical Advisors.
S/he works in close coordination with the Field Coordinators, Harm Reduction Advocacy Coordinator and Monitoring and Evaluation Coordinator. From HQ, s/he works closely with the Medical advisor in the Eurasia department and the technical support unit (S2AP).
II.Essential duties
Under the supervision and in close collaboration with the Deputy General Coordinator, the Medical Coordinator undertakes:
- To overall coordinate medical aspects of MdM programme in Myanmar
- To supervise, monitor, analyse and evaluate MdM medical projects outcomes
- To ensure quality of the programme through regular technical supervision and support to project teams in the implementation of health related initiatives
- To line manage health technical personnel providing sufficient support
- To provide training and fulfil capacity building needs of health personnel
- To contribute to programmes strategic plans and reviews in line with MdM policies and priorities
- To support the development of new programmes and follow up on innovative approaches
- To represent the organisation to relevant external stakeholders
- To contribute to regular internal and external reports
III.Responsibilities:
Programme Coordination and Development
· Technically supervises, monitors and evaluates all programmes activities in Yangon, Kachin State and Pyapon Township:
Ø Monitors progress of activities according to work plans, project plans, budget follow up; identifies problems, and proposes solutions. Monitors quality and relevance of activities compared to objectives of the programme and established M&E plans.
Ø Provides support to Field Coordinators as and when required on medical technical level.
Ø Support directly Monitoring and Evaluation, Accountability and Learning systems in place (i.e. data collection and analysis, regular programme reviews, gives inputs in evaluations).
Ø Is responsible for pharmacy management (follow up of consumptions, orders, guidelines to medical staff, recruitment of central pharmacist).
· Is responsible for the quality of prevention and care activities implemented:
Ø Supervises the work of the medical advisors, reviews and updates tools and procedures in accordance with MdM tools / national and WHO guidelines and recommendations
Ø Coordinates and standardises medical activities between field sites
Ø Supervises and supports compliance of medical team with MdM procedures and tools
Ø Liaises with HQ S2AP (technical support unit) on programme and technical aspects
Ø Organises technical consultants’ visits (laboratory expert, HIV medical doctors): ToR, schedule, activities, etc.
· Is part of the coordination team:
Ø Participates in country and programme levels coordination meetings
Ø Represents the Myanmar MdM program, especially in coordination forums relevant to medical activities, professional networks and occasionally in general coordination forums.
Ø Contributes to the organisation of programme visits (MDM HQ, donors, other INGOs) in coordination with relevant staff.
Ø When appropriate support the General Coordinator and Deputy General Coordinator in representing the organisation to external stakeholders in particular with regards to technical inputs
Ø Seeks potential operational partnerships with relevant public or private technical agencies or institutions
Strategy Development
· Works in close collaboration with the General Coordinator, Harm Reduction Advocacy Coordinator, counterparts in Paris Headquarters in the design and implementation of future programme directions and strategies
· Supports regular strategic reviews and ensure a shared strategic vision within MdM team
· Keeps informed of other health stakeholders activities and plans (INGOs, UN, MoH), new national and international approaches, innovations, etc. and ensures that those are regularly shared within the team
· Proposes and lead technical researches or surveys in close collaboration with the wider country coordination team.
· Proposes innovative approaches in health programming based on internal and external best practices and lessons learnt.
Human Resources Management
· Is the technical referent for Field Coordinators, Harm Reduction Officers, Project Managers (field bases), Methadone Advisor, and other relevant technical staff. For those staff, takes part in the definition and update of their job descriptions, in their recruitment and in the evaluation of their performance.
· Supervises the capacity building of programme staff (prevention and medical): external trainings, internal trainings, gives inputs in the training plan (definition of needs)
· Ensures regular internal capacity building activities based on programme needs and continuous learning initiatives
Reporting and Communication
· Works closely with Field Coordinators, Deputy General Coordinator, and the General Coordinator to prepare donor reports and project proposals; especially, provides the technical part of narrative reports to donors
· Endorses monthly monitoring reports (MMR) from the field before sending to HQ
· Organises preparation and endorses all reports concerning programme sent to external stakeholders such as MoH, UN Agencies, and other technical partners.
· Contributes to potential internal and external communication materials
· Validates technically all IEC/BCC materials to be produced in the framework of MdM Intervention in Myanmar

SKILLS AND EXPERIENCE NEEDED:
Education
v Medical Doctor Degree (M.B.B.S) from a recognized institute
ProfessionalExperience
v MD with at least 10 years’ experience in public health related field in development/humanitarian context
v Excellent knowledge of Harm Reduction Sector and Reproductive Health sector
v Proven experience in project cycle management and M&E mechanisms (quantitative and qualitative data collection and analysis)
v Strong analytical skills
v Good knowledge of Management Information System and relevant data collection tools
v Relevant experience in representation at national level
v Ability to train and coach collaborators
v Previous experience in similar programmes in international organisation set up
v Previous experience in Disaster Risk Reduction
Competencies
v Good hands-on experience on Excel, MS Word and internet use
