Duties and Responsibilities:
Under the direct supervision of the Head of Programme, and work closely with all Programme units in the Country office, as well as with the sub offices, the Programme Policy Officer (Gender and Protection) will be responsible for, and not limited to, the following duties:
• Support the Country Office (CO) in increasing awareness of protection and gender among WFP and WFP partners;
• Support the implementation of gender and protection-related programme responses and adopt gender and protection specific approaches;
• Support the training of WFP staff on protection and gender appropriate programme approaches;
• Support WFP in implementing WFPs Policy on humanitarian protection to ensure WFPs operations and programme activities take beneficiaries’ protection concerns into account and facilitate safe, dignified and accountable assistance;
• Support the development of relationships with protection mandated agencies and inter agency gender and protection related working groups;
• Support the building of the governments’ capacity to implement protection and gender related responses;
• Travel to sub offices to provide technical support and capacity building on gender and protection issues, as required;
• Support the implementation of complaints and feedback mechanism within WFP programmes;
• Develop and facilitate gender and protection workshops with a focus on complaints and feedback mechanism;
• Support programm teams to undertake context analysis including protection and gender specific analysis in Myanmar;
• Support the formulation of adequate work plans, including gender and protection aspects, for programme teams;
• Support the gender and protection mainstreaming in programmme implementation, monitoring and evaluation;
• Support the M&E unit to elaborate monitoring tools, including gender and protection components;
• Liaise with government on programming issues and making sure gender and protection issues are mainstreamed within guidelines and policies;
• Disseminate and explain WFP gender policy to WFP staff, and how it will be translated in the Myanmar context and programme activities;
• Elaborate a specific monitoring mechanism for feedback and complaints mechanism;
• Perform other related duties as required.
Qualification
Education:
Preferable to have Advanced University degree in Law, International Relations, Communications, Social Development, Social Sciences, Gender Studies or other relevant fields, or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
At least one year of postgraduate professional experience in social development, communications, gender and protection, humanitarian and development issues.
Experience in following areas is an advantage.
• Has experience in Results Based Management, including monitoring and reporting.
• Has deepened technical knowledge through exposure to technical teams.
• Has taken leadership of implementing programmes.
• Has provided input into policy discussions and decisions.
Knowledge & Skill
Knowledge of humanitarian assistance and development practice. Good knowledge and understanding of UN policies and strategy in gender and protection, global human rights issues, country’s development plans and policies is an asset. General knowledge of UN system, policies, rules, regulations and procedures governing administration.
Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems.
Language:
Fluency in both oral and written English and Myanmar.
