Myanmar: Burma HARP - Team Leader

Contract length: 5 years - full time
Location: Yangon, Myanmar

The Programme

DFID’s Humanitarian and Resilience Programme (HARP) aims to reduce poverty and suffering of crisis-affected people in Myanmar and Thailand border areas. This 5-year programme will increase the effectiveness of humanitarian action in long term crises, improve emergency preparedness and response across Myanmar, and ensure that assistance tackles the causes of humanitarian needs and builds resilience. HARP plans to achieve these goals through a Facility that will include three components: Technical Assistance; a Grant Fund and Knowledge, Learning and Monitoring.

The Position

As the Team Leader, you will be responsible for the overall delivery of the programme. You will be responsible for building, managing and bridging relationships with, and between, key government institutions and non-state actors, establishing HARP as a trusted Facility in the fast changing Myanmar political economy. From the outset, you will provide technical leadership and oversee the development of a strategy that will deliver coherent, evidence based results across HARP’s components. You will ensure that HARP’s results are sustainable and inclusive, building the capacity of humanitarian service providers. You will oversee the monitoring of progress to ensure that the programme successfully meets its objectives and is delivered in full compliance with DFID’s expectations and requirements.

The Person

Essential

  • An advanced university degree (or equivalent) in the fields of international development, peace studies, business administration, public policy or other relevant
  • 10+ years of experience in the fields of humanitarian assistance, disaster risk reduction, programme and grants fund management, strengthening non-governmental organisations, with demonstrated results and impact
  • 10+ years of experience of successfully managing multi-disciplinary technical and operational teams in challenging and fast-changing contexts
  • Demonstrated track record of successfully building the capacity of local partners to deliver humanitarian assistance, and of advising donors to improve humanitarian programming and coordination in contexts similar to Myanmar
  • Knowledge and understanding of humanitarian cluster coordination at country level
  • Track record of delivering complex, multi-faceted donor-funded programmes in challenging and fast-changing environments
  • Demonstrated ability to deliver humanitarian or technical assistance programmes effectively in a challenging political economy environment while addressing gender, youth, conflict and inter-communal/ethnic strife issues
  • Experience of providing or supporting humanitarian and/or technical assistance in Myanmar
  • Excellent communication and diplomatic skills and experience in dealing with high-level officials

Desirable

  • Working knowledge of DFID's approaches to humanitarian assistance and resilience-building, and experience in supporting programme design
  • Experience designing and managing grants funds
  • Strong facilitation and communications skills, experience in contracting services and ensuring effective delivery of technical assistance
  • Knowledge and experience of delivering DFID programmes, including ensuring value for money throughout the project lifecycle
  • Experience of working in South East Asia
